Tender Details

The Energy Savings Scheme (ESS) provides deemed savings factors for energy efficiency upgrades in homes and small businesses under the Home Energy Efficiency Retrofit (HEER) sub method. A model was developed in 2010 for deemed savings factors (DSFs) for building fabric activities and updated in 2013-14 to introduce new savings factors into clause 9.8 of the Energy Savings Scheme Rule in 2014.

The ESS Rule currently has the following building fabric activities under the HEER sub method, applicable to both residential and small business buildings:

  • Replace an external single-glazed window with thermally efficient window
  • Modify an external window by installing secondary glazing

  • Install ceiling insulation in an uninsulated ceiling space

  • Install ceiling insulation in an under insulated ceiling space

  • Install under floor insulation

  • Install wall insulation

  • Modify an external door with draught proofing

  • Modify an external window with draught proofing

  • Modify a single glazed window by applying a window film

While limited energy efficiency upgrades have been delivered through the HEER method, two businesses were accredited in 2016, and have commenced household upgrades.

The existing DSFs may no longer reflect the current status of energy savings achieved through the building fabric activities, due to technology advancement, shifts in energy use patterns among NSW population and changes in the housing mix. Furthermore, the DSFs under the HEER method currently do not differentiate between residential and small business buildings and savings have not been calculated using factors specific to small business buildings.

OEH shares responsibility with the NSW Division of Resources and Energy for the continuous improvement of the ESS, including updating savings factors to reflect the current status of energy use and energy efficiency.
