Study of the responses of industrial process and waste sector emissions to a national emissions trading scheme with broad sectoral coverage. The study is to identify emissions profiles, abatement options and costs and sectoral impacts under a range of emission cap scenarios. Interaction with an economy-wide model is required.
The National Emissions Trading Taskforce is seeking to investigate the potential impacts of a national emissions trading scheme with broad coverage.
It is expected that the modelling exercise will be a highly iterative process, with several 'bottom up' models integrating with a CGE model.
The purpose of the modelling exercise is to assist the Taskforce in answering the following types of questions:

The purpose of the modelling exercise is to assist the Taskforce in answering the following types of questions:
- What are the emissions projections in a business-as-usual case for the industrial processes sub-sectors and the waste sector over the period 2010-30?
- What abatement activities - currently, and in the future - can be undertaken in the industrial processes and waste sectors? (Consider both technological and behavioural changes, including use of alternate fuels/materials, energy efficiency, changes to operations/production.)
- What are the likely costs of these abatement activities?
- What are the likely impacts of including the industrial processes and waste sectors in the coverage of an emissions trading scheme (i.e. by applying a carbon price to their emissions, under scenarios of varying emissions constraints), including on: Operating costs, uptake of abatement activities, specific industry sub-sectors or customers; and particular regions.
- What are the potential costs of achieving emissions abatement in the industrial process or waste sectors through policies or programs other than an emissions trading scheme (e.g. regulation, incentives for technology deployment)?
