Tender Details
This tender is the first procurement activity in a program that falls under the energy relief package announced by the NSW Premier, Gladys Berejiklian (Media release: Energy bill relief package for households and small business). The program provides incentives to suppliers to install lower cost, energy efficient equipment and appliances in small businesses and households. The program objectives are to:
a) help small businesses and households save energy and money; and
b) build the energy efficiency market for small energy users in New South Wales.
This tender is the mechanism for supporting the first round of energy efficiency projects for the program. Future funding rounds will be designed differently to meet the program objectives stated above.
The tender is essentially an offer inviting Accredited Certificate Providers (ACPs) to establish forward contracts for the supply of Energy Savings Certificates (ESCs) to OEH. Similar contracts are common between ACPs and Liable Entities. The key differences are, OEH is only purchasing certificates for certain activities that are under serviced in the ESS Rule, OEH is specifying some additional requirements to the ESS Rule, and the ESCs that OEH purchases will not contribute to the ESS target. Through the delivery of ESCs, OEH is seeking to fulfil the following objectives:
- cost-effective energy savings;
- a spread of projects across different regions;
- fast and safe delivery of projects;
- high levels of customer satisfaction;
- compliance with OEH and ESS requirements; and
- incentives for good supplier performance.
