NSW EPA Confirmed Odour Complaint Protocol

To develop a NSW EPA confirmed odour complaint protocol and undertake training of EPA officers in the protocol to ensure consistent implementation across the NSW EPA.   The study will: Critically review confirmed odour complaint protocols in other jurisdictions and ambient odour survey methodologies; Propose and/or develop a confirmed odour complaint protocol suitable for use by the NSW EPA; Develop training material on implementation of the confirmed odour complaint protocol; and Conduct training of regional officers on the confirmed odour complaint protocol.  It is envisaged that a NSW EPA confirmed odour complaint protocol will provide confidence to regional officers that they are implementing a robust and consistent methodology for verifying odour complaints and to then use this information to negotiate with industry the control and management of odour emissions.  A standardised EPA protocol would also strengthen regulatory action and prosecution under the Protection of the Environment Operations Act, 1997.
