This tender is for Contract No. 3 / 2011 – Static Guard Service for Rooty Hill (Works) Depot for Blacktown City Council.
Tenderers must hold a Master Security Licence and static guards are to hold Class 1A Security Licence.
The security service will be required for all after hours periods, as indicated in Clause 13 of the Service Requirements included in these documents, during week days and for 24 hours during weekends, public holidays and other specific days as nominated.
The Rooty Hill (Works) Depot is situated off Station Street Rooty Hill, opposite Hartington Street north of the Rooty Hill Railway Station.
This is Blacktown City Council’s main Works Depot used for accommodating Council’s works administration, trades buildings/work areas, workshops, main stores, training centre, plant and equipment, staff parking and fuelling facilities.
The Depot is 1.661 hectares enclosed by an electrified perimeter fence with four (4) external gates -
· Gate 1 - Automatic cantilever gate (after hours use)
· Gate 2 - Main Gate (operational hours)
· Gate 3 - Staff Car Park (exit gate).
· Gate 4 - Back gate (emergency use)
The electrified fence, automatic gate and building security systems are integrated and can be operated from the site Security Office.
The extent of the security services under this contract will include, but not necessarily be limited to:
1. the provision of security services for the protection of all buildings, their contents, plant and equipment and all other property within the Blacktown City Council Rooty Hill Works Depot.
2. Carry out all other duties within the capabilities of the security personnel, as indicated within the Tasks Register. Tasks to be carried out under this contract shall include but not be limited to:
· Post duties
· Community bus inspections
· Key Management
· Vehicle inspections
· Building inspections
· Electric fence fault finding
· Automatic gate procedures
· Fire hydrant operating system
· Sign on procedure
· Computer room alarm procedure
· Issue of gas detectors
· Site access procedure
· Management of security breaches
· Use of two way radio
· After hour access procedure
No free ranging guard dogs will be permitted.
There are two (2) options for starting times of shifts for each day. Weekly Rates for both options are to be submitted. Council will advise the successful tenderer of the option to be utilised.
