Tender Details
This tender is for Contract No. 8 / 2014 – Cleaning of Council Buildings for Blacktown City Council with the method of payment being Schedule of Rates, subject to Rise and Fall in costs on an annual basis.
The works under this contract will generally include the cleaning of all of the Council buildings, in accordance with the specifications, within the specified groupings:
GROUP 1:
7 Child Care Centres
7 Community and Neighbourhood Centres
Emerton Youth Centre
Mt Druitt Community Hub, including community centre, rooms, senior citizen centre and library
GROUP 2:
8 Child Care Centres
8 Community and Neighbourhood Centres
GROUP 3:
9 Child Care Centres
7 Community and Neighbourhood Centres
2 Libraries
AQUATIC / LEISURE CENTRES
Blacktown Aquatic Centre and associated Club House
Emerton Leisure Centre
Blacktown Leisure Centre Stanhope
The buildings within Groups 1, 2 and 3 above are grouped on the basis of being relatively close to each other geographically.
Cleaning will be required to be carried out on each of the days specified to the required standard set out in the Specifications and to the satisfaction of the Cleaning Operations Officer.
Certain tasks will be required on a daily basis while other periodic tasks will need to be carried out on a weekly, monthly, three (3) monthly and six (6) monthly basis. Refer to Specifications. All required daily and periodic tasks are to be costed over an entire year then the total cost divided by 52 to provide an equivalent weekly rate. Tenderers must then ensure that all periodic cleaning tasks are carried out as required.
The manhours stated on the Weekly Rates forms in the Tender Submission Documents are the minimum averaged out hours per week that Council requires the contractor to attend at each building to ensure that all cleaning activities for each building are carried out in their entirety. The man hours stated include the time required to perform all daily, weekly, monthly, three (3) monthly and six (6) monthly cleaning tasks averaged out per week over a year. All equipment and cleaning products required for all tasks will need to be provided by the contractor and to be included in the weekly rates submitted.

Additional Details / Instructions
No Franchises will be accepted under this contract.
Tenderers will be required to attend mandatory inspections of selected typical buildings prior to tender submission. Failure to attend will result in your tender not being considered.
You will need to register with the contact person to be allocated a date and time to attend.
The inspections will be held as follows:
AQUATIC/LEISURE CENTRES
On 9th, 10th or 11th April 2014 at 8:30am at Blacktown Leisure Centre Stanhope (main entrance)
GROUP 1,2 and 3 BUILDINGS
On 14th , 15th or 16th April 2014 at 8:30am commencing at Stanhope Library, Stanhope (main entrance)
Tenderers are required to attend on the allocated days and limit the number of persons to attend to a maximum of 2 persons. No other inspections will be arranged. All attendees must fill out the attendance sheet.
