Tender Details

This tender is for Contract No. 13/2016Blacktown Aquatic Centre – Pool Water Treatment Plant Replacement for Blacktown City Council with the method of payment being Lump Sum notsubject to Rise and Fall in costs.

The existing facility features three pools; 1 No. Indoor 50m x 8 lane pool, 1 No. Outdoor 50m x 6 lane pool and 1 No. Outdoor toddlers / learn to swim pool.

All pools are serviced by a single pool water treatment plant. The treatment plant features gravity sand filtration, chlorine disinfection with bulk delivered sodium hypochlorite and pH correction with hydrochloric acid.

The existing pool water treatment plant is in poor condition and needs to be replaced. The existing pool plantroom is also in poor condition and contains asbestos roof sheeting and linings. The existing plantroom shall be demolished by Council after the completion of the contract works. This project includes the replacement of the existing pool water treatment plant with two new pool water treatment plants; 1 No. 500m³/hr plant for the 50m pools and 1 No. 80m³/hr plant for the toddlers pool.

The scope of work includes all necessary building work to construct a proposed pool plantroom and artial demolition of existing structures.

The pool hydraulics for the 50m pools cannot be separated in the existing plantroom area (or any

area that can be accessed). The proposed pool water treatment plant combines the two 50m pools.

The pool hydraulics for the Toddlers pool can be separated (access to both soiled water return and

filtered water supply) proximate to the existing plantroom area. A dedicated pool water treatment

plant is proposed for the Toddlers pool to allow isolation between the pool volumes in accordance

with NSW Health best practice guidelines. This arrangement will also allow the Toddlers pool to

operate at differing temperatures and water chemistry parameters.

The site is a former rubbish tip and is likely to contain asbestos.

All tendered lump sum prices shall be inclusive of GST.

Open Tenders - An invitation to tender by public advertisement with no restriction placed on who may tender. Tenderers will normally be required to demonstrate in their tender that they have the necessary skills, resources, experience, financial capacity, and in some cases licences, accreditations, etc., to fulfil the tender requirements.

Tenderers are required to attend the pre-tender briefing meeting and site inspection in order to submit a conforming tender.

If Tenderers wish to have specific issues addressed at this meeting, formal notification should be forwarded to Council’s contact person at least 2 days prior to the meeting.

Tenderers are to register their interest in attending the pre-tender meeting and the site inspection by telephoning Council’s contact person.

The briefing meeting and site inspection will be held on:

Place: Blacktown Aquatic Centre, Boyd Street, Blacktown.

 

The meeting will be minuted and the minutes forwarded to all Tenderers and shall become part of the tender documents. Tenderers will be required to sign a certificate of attendance at the end of the meeting.

Conditions for Participation

The contract works shall be undertaken by a contractor with suitable experience with work of this

type, specifically commercial pool water treatment systems. Experience with managing associated building work and sub-contractors is essential.
