WSROC / SECURITY SERVICES - C1/2014

This RFT is for Contract No. 1 / 2014 – Security Servicesfor Blacktown City Council. This is a Schedule of Rates contract and will be subject to Rise and Fall in costs after a specified period has elapsed (refer to Special Conditions Clause 5).

The Tendering companies must hold the relevant NSW Master Security Licence in accordance with the NSW Security Industry Act 1997 for each Part tendered.

All  guards used by the Tenderer under this contract must hold a NSW Security License 1 or 2 relevant to the activities being performed under each Part of this contract, in accordance with the NSW Security Industry Act 1997.

Tenderers may tender for a single Part or any number of Parts or all of the Parts. All services within each Part tendered must be included in the tender submission.

Each Part will be evaluated and awarded separately and each Part may be awarded to one or more tenderers.

All tendered rates shall be exclusive of GST.

The security services will generally be required for:

PART A – Static Guard Service

Council requires static guards with a NSW Security License Class 1A licence for:

·      Civic Centre Information Centre – 1 guard for weekdays between 1600 and 1800

·      Civic Centre Information Centre  – 1 guard for week days between 0830 and 1600 for the last two (2) working days of February, May, August and November each year.

·      Emerton Leisure Centre - 1 guard for week nights and weekend nights.

·      Blacktown Leisure Centre Stanhope – 1 guard to monitor contractors after hours each night

·      Council’s Max Webber and Mt Druitt Libraries – 1 guard at each library prior to closing times, 1 guard for September and October for extra hours prior to closing during HSC study periods.

·      Australia Day celebration at The Rooty Hill - 2 guards for up to 5 nights prior to the event

·      Medieval Fayre, Nurragingy Reserve - 1 static guard for 2 nights in May each year.

·      Christmas tree at Mt Druitt - 1 guard for 45 nights in Nov - Dec

·      Christmas tree at Blacktown - 1 guard for 38 nights in Nov - Dec

·      City Projects building sites nearing completion or valuable machinery on site - 1 guard each night only as required.

·      Any other location and time as required.

PART B – Crowd Control at Events

Council requires guards with a NSW Security License Class 1C licence for crowd control for the following events:

·       Australia Day celebrations at The Rooty Hill – up to 20 guards on the day in Jan.

·       Medieval Fayre Nurragingy Reserve – 4 guards on event day in May each year

·       Blacktown City Festival - 4 roaming guards on the night before the Streets Alive and Parade day and 4 crowd control guards during the parade in May each year.

·       Mt Druitt Hub functions - 1 guard for approximately 90 functions per year

·       Community Facilities 18^th birthday parties - 2 guards for last 4 hours of party approximately 25-30 parties per year.

·       Blacktown Leisure Centre Stanhope – 1 or 2 guards, or any number as required, for various events throughout the year, 1 or 2 guards for crowd/gate control during January school holidays.

·       Any other events as required.

PART C – Alarm Monitoring and Response Service

Council requires Back-to-Base alarm monitoring service for:

·      monitoring security alarms at various Council buildings throughout the Blacktown City Council area and any further additional buildings as required,

·      monitoring of duress alarms at Council’s Child Care Centres and Libraries,

·      provision of mobile security as emergency response to activated security and duress alarms where required,

·      provision of emergency static guard service to protect damaged premises until repaired, where required.

Back-to-base monitoring control rooms must be currently registered as a minimum as Grade A1 monitoring centre under the Australian Security Industry Association Ltd Centre for Compliance – Monitoring Centre Certification. This certification must be maintained for the duration of the contract.

The monitoring Centre must have undergone a recent (within the last 12 months) independent inspection to check compliance with Australian Standard 2201.2:2004 (Intruder Alarm Systems - Monitoring Centres).

PART D – Mobile Patrol Service

Council requires guards with a NSW Security License Class 1A licence and current RMS Driver’s License for mobile patrol services for:

·       Opening and closing of gates at some reserves throughout Council area

·       Opening and closing gates at Riverstone cemetery

·       Closing gates on week nights and opening and closing gates on Saturdays at Colo Lane Carpark, Blacktown

·       Patrolling of certain premises at night as required where work is being carried out or the alarm systems are not operating

·       Possible response to activated alarms during daylight hours on week days if and when required

·       Council’s Max Webber and Mt Druitt Libraries – Optional use of mobile patrol at libraries instead of static guard (refer to Part A)

PART E – Installation and Maintenance of Security Systems

Council requires the services of experienced and NSW Security License Class 2C licensed companies to:

·       Supply and install new security alarm systems or components to Council’s premises as required,

·       Maintain and repair all new and existing security alarm systems installed in council’s premises,

·       Supply and install new surveillance cameras to council’s premises or other places as required, including setting up to a new or existing localised recording system,

·       Maintain and repair all new and existing surveillance cameras, including the localised recording system/s.

Part E will be set up as a panel of preferred suppliers offering the best service and experience. Each of the panel suppliers will be required to submit quotations for any works and the best value quotation will be awarded the works under this contract. There will be no guarantee of work or any value of works under this Part for all or any supplier.

Rates for all Parts A to E are to be in Australian dollars, excluding GST.

 

NSW Regions: Cumberland/Prospect

Open Tenders - An invitation to tender by public advertisement with no restriction placed on who may tender. Tenderers will normally be required to demonstrate in their tender that they have the necessary skills, resources, experience, financial capacity, and in some cases licences, accreditations, etc., to fulfil the tender requirements.

The term of the contract will be for three (3) years with an option of two (2) x one (1) year extensions, subject to satisfactory performance. This contract will continue then until the new contract has been advertised and awarded.

Each Part of this Contract is subject to an annual performance review.  The continuation of the Contract period for each Part is subject to the contractor for that Part conforming to all contract conditions and demonstrating satisfactory performance.

 

Tenders may be submitted either by: • uploading to the website, https://tenders.nsw.gov.au/wsroc/ or • by hardcopy form in a sealed envelope and placed in the tender box located on the ground floor of Blacktown City Council Civic Centre, 62 Flushcombe Road, Blacktown. All methods of submitting tenders shall be received before the closing time and date for tenders as indicated in the advertisement. The submission of tenders by facsimile or email will not be accepted by Council.
