Tender Details

This tender is for Contract No. 24 / 2012 – Road Bridge Duplication over Main Western Railway at Knox Road Doonside for Blacktown City Council with the method of payment being Lump Sum, not subject to Rise and Fall in costs. Council is seeking experienced bridge contractors to carry out this work.

The location of the works is the western side of the existing bridge on Knox Road, Doonside, NSW, over main western railway line.

Blacktown City Council will provide an area for the setting up of a compound. Tenderers will need to advise in their tender the size of the area required for their compound. The final area provided is subject to change and will be negotiated between Council and the successful tenderer. Tenderers will need to provide the temporary fencing around the compound and arrange for the supply and connection of all services. Minimal storage area will be available so the timing of delivery of the girders will be the responsibility of the successful tenderer..

Tenderers will need to be aware of the location of the 66kV power line on the southern side of the bridge.

The works under this contract will generally include:

·         Provision of all required documentation (WHS, Quality, Environmental, Contingency, Insurances)

·         Assist Council with obtaining the final approved Corridor Access Application from RailCorp under the Master Access Deed between Blacktown City Council and RailCorp.

·         Set up of Site works – erosion control, site set up, site compound

·         Engaging the services of a qualified and accredited Protection Officer (PO4) accredited and approved by RailCorp.

·         Construction of mass concrete blinding layers and new reinforced concrete abutments on reinforced soil foundation prepared by others

·         Manufacture and delivery of 8 prestressed concrete super T girders

·         Provision of all plant, equipment, labour and materials for the complete construction of the prestressed concrete bridge adjacent to the existing bridge

·         Construction of approach slabs, as a provisional item

·         Supply and Install anti-projectile screens to the new bridge

·         Supply and Install, as specified by RailCorp, of anti-projectile screens to the existing bridge on the opposite side, as a provisional item

·         Carrying out the works in accordance with the terms and conditions of the Contract and also  the Corridor Access Application and the Master Access Deed entered into between Blacktown City Council (“the Council”) and Rail Corporation New South Wales (“RailCorp”).

The preparation of the reinforced earth foundation together with the new panels and reinforcing straps will be carried out by others in August 2012 and therefore not included under this contract.

A temporary protective fencing is to be erected when installing the new reinforced earth panels, to enable the successful tenderer to prepare the mass concrete blinding layers and reinforced concrete abutments without the need for track possession, subject to RailCorp approval of the Corridor Access Application.

The laying of the asphaltic concrete wearing course over the deck and approaches will be carried out by others and therefore not included under this contract.

The works will need to be completed during RailCorp arranged track possession times in accordance with the RailCorp Master Access Deed Access Authority Instrument. Tenderers need to plan for the placing of the girders during a track possession date.

A copy of the Master Access Deed and Corridor Access Application flowchart is at Appendix D.

Track possession dates as notified by RailCorp are listed in Appendix E.

Additional Details / Instructions

The successful tenderer will be required to take out public liability insurance for $200 Million with Blacktown City Council named as an insured and a cross liability clause and waiver of subrogation.

Tenders may be submitted either by use of electronic means via the website, https://tenders.nsw.gov.au/wsroc/ or by hardcopy form in a sealed envelope and placed in the tender box located on the ground floor of Blacktown City Council Civic Centre, 62 Flushcombe Road, Blacktown.

The submission of tenders by facsimile or email shall not be accepted by Council.

Conditions for Participation

Tenderers with previous experience in construction of bridges over railways and dealing with railway authorities constructing bridges during track possessions will be preferred.

Estimated Timeframe for Delivery

A report is to go to the Ordinary Meeting of Council on 18 July 2012 after which the contract will be awarded.

It is anticipated the girders are to placed during the 17-18 November 2012 track possession.
