Tender Details

 It is proposed to undertake the Eastern Creek Floodplain Planning Study to assess the potential impacts of development within the catchment on flooding and identify the need for additional measures to be included in development controls to ensure effective management of flood risk.

The proposed Eastern Creek Floodplain Planning Study will include both hydrologic and hydraulic modelling.

The primary objective of the study is to assess the impact on design flood extents of various development scenarios in the Study Area (Figure A1) and provide information for managing any impact, subject to budget constraints.

The study will produce information on:

# current catchment conditions design flood extents;

# catchment design flood extents incorporating WSEA;

# catchment design flood extents incorporating ultimate development as permitted under LEP and DCP including a sensitivity on stormwater detention provisions;

# catchment design flood extents incorporating NWGC;

# catchment design flood extents incorporating WSEA, LEP/DCP and NWGC;

# changes from adopted flood extents;

# possible changes in design flood extents due to climate change;

# the need for additional mitigation and or management measures.

To achieve this objective the consultant is expected to collect, compile and review all available relevant data (including survey, aerial photography and land use mapping).

The design events to be investigated shall include the probable maximum flood (PMF) event (see Section A6.8), the 0.2%, 1%, 2%, 5%, 10%, 20% and 50% AEP events.

Mainstream flooding and local flooding, generally to a trunk drainage level (catchments greater than 15ha) are to be investigated.

Additional Details / Instructions

This brief is based on DECCW’s generic Flood Study Brief.

The study shall be carried out generally in accordance with OEH’s “Consultancy Agreement”, Part B, Attachment D, except that the roles of OEH and its officers will be transferred to Blacktown City Council and its staff.

Consultants that are currently involved in flood related studies or the provision of flood/floodplain management advice to landowners/developers within the same catchment or study area as this study are strongly urged to discuss the potential for a conflict of interest with Council’s Contact Officer.
