Tender Details

This tender is for Contract No. 2/2011 – Pipejacking under Main Western Railway Line at Rooty Hill for Blacktown City Council with the method of payment being Lump Sum, not subject to Rise and Fall in costs.

Tenderers must be experienced in pipe jacking of similar and/or greater sized pipes and have experience in pipe jacking under railway lines. It is preferred that tenderers be current members of the Australasian Society for Trenchless Technology and/or Australasian Tunneling Society.

 

The Works are located under the main western railway line, between North Parade and Beames Avenue, Rooty Hill, NSW, approximately 30 metres east of Sherbrooke Street.

The jacking pit will need to be constructed on the northern side of North Parade to avoid services. North Parade must not be closed to traffic during this contract but may be reduced to one (1) lane.

There are two (2) RailCorp track possession dates being considered;

Option 1: 15-16 October 2011 (Config 6) [Preferred], and

Option 2: 28-29 January 2012 (Config 7).

Should the lump sum price be different for each of these dates then the Tenderer will need to submit prices for each track possession date. Council reserves the right to accept either of the options and associated lump sum price.

Should the Tenderer wish to submit an alternative option, with the jacking pit located in Beames Avenue but avoiding the Optus cable and drainage pipe while maintaining only a partial road closure, Council will give favourable consideration to this alternative, but only in addition to a conforming tender.

The pipe jacking works within the “zone of influence” of the rail tracks, as indicated by RailCorp, will need to be carried out during a RailCorp track possession in accordance with RailCorp’s Individual Access Deed. The commencement and cessation times will be as instructed by RailCorp between midnight on Friday night and 6.00pm on Sunday night. All pipe jacking works will need to be completed within that time frame.

Council will provide the traffic control around the sites on North Parade and Beames Avenue. The Contractor will be responsible for the safe movement of construction traffic entering , exiting and around the worksite and will need to provide its own traffic controllers for this purpose.

Lighting of the worksite will be the responsibility of the Contractor.

The works under this contract will generally include:

·         Provision of all required documentation

·         Assist Council with obtaining the final approved Individual Access Deed from RailCorp

·         Provision and set up of Site works – erosion control, site set up, storage compound

·         Design, location and construction of jacking and receiving pits

·         Supply and delivery of 1800mm jacking pipes (Humes J-series or approved equivalent)

·         Provision of all plant, equipment, labour and materials for pipejacking the 1800mm pipes. Pipe jacking under the main western railway line to be during a RailCorp track possession either in October 2011 or January 2012.

·         The removal of the spoil to a temporary stockpile site.

·         Engaging the services of a qualified and accredited track monitoring surveyor and Protection Officer (PO4) accredited and approved by RailCorp.

·         Carrying out the works in accordance with the terms and conditions of the Contract and the Individual Access Deed entered into between Blacktown City Council (“the Council”) and Rail Corporation New South Wales (“RailCorp”).

The disposal of the spoil to an approved tip site will be optional
