Tender Details

This tender is for Contract No. 5 / 2013 – Cleaning of Pollution Control Devices, CCTV and Cleaning of Stormwater Pipes for Blacktown City Council with the method of payment being Schedule of Rates, subject to Rise and Fall in costs after a specified period has elapsed (refer to Special Conditions Clause SC2).

The extent of works under this contract will include, but not necessarily be limited to:

PART A: INSPECTION AND CLEANING OF PCD

The types of PCD to be inspected and cleaned including reports to the Superintendent are:

·       Litter Booms - to be inspected three monthly or as required if recorded rainfall >10mm on any day during the quarter and to be cleaned when >50% full, including transport and disposal of all pollutants to an authorised tip site.

·       Gross Pollutant Traps – to be inspected three monthly if recorded rainfall >10mm on any day during the three months and to be cleaned when >50% full, , including transport and disposal of all pollutants to an authorised tip site..

·       Spill Containment Units – to be inspected three monthly and to be cleaned and oil disposed of if any only when there has been an oil spill collected in the unit.

The list of PCD to be inspected and cleaned under this contract is at Appendix A1.

A list of PCD currently cleaned by Council but included under this contract as Prime Cost Items is included at Appendix A2. These PCD may be inspected and cleaned by the Contractor, including transport and disposal of all pollutants to an authorised tip site by the contractor at times as directed by the Superintendent. Provisional sums are therefore required.

Reports, including digital photographs are to be submitted after each inspection and after each cleaning of the PCD.

All pollutants and other rubbish must be disposed of at EPA approved Waste management Facilities.

Inspection of PCD may be staggered so that a proportion of those PCD are inspected each month in the quarter. i.e. 1/3 inspected month 1, 1/3 inspected month 2, and 1/3 inspected month 3, where no major rainfall event has occurred. Where a rainfall event occurs then after contacting the Superintendent’s Representative for instructions, the contractor will have 2 weeks to inspect all required PCD.

 PART B: CCTV, CLEANING AND CLEARING OF DRAINAGE PIPES

·       CCTV inspection of drainage pipes – carry out CCTV inspections to investigate blockages or other problems in stormwater pipes ranging from 375mm to 1200mm, only as required, and report on the inspection results, carry out root cutting or other blockage clearing as directed by the Superintendent, including transport and disposal of all pollutants to an authorised tip site

·       Minor excavations and replacing blocked or broken pipes, including transport and disposal of all rubbish to an authorised tip site.

Council will normally carry out excavation and replacing pipe work but may, at Council’s discretion, issue some of the work to the contractor/s. Every attempt will be made to issue work as several projects at the same time but, at times, may need to issue urgent work as a single project.

PART C: CLEANING OF DRAINAGE PITS

·       Clearing of drainage pits as required by inductor or manually, including transport and disposal of all pollutants.

Council will normally carry out pit cleaning work but may, at Council’s discretion, issue some of the work to the contractor/s. Every attempt will be made to issue work as several projects at the same time but, at times, may need to issue urgent work in any number of projects.

PART D: DAYWORK RATES

At times the additional work may be required to be carried out under this contract as Day work. Hourly rates are to be submitted for this purpose. Part D therefore must be tendered and included and will be awarded together with Parts A, B and C.

All tendered rates shall be exclusive of GST.

Council reserves the right to award all Parts A, B and C, or each of Part A, B or C to one (1) tenderer or several tenderers. Therefore each Part will be assessed and awarded separately
