Tender Details
This tender is for Contract No. 10 / 2010 – Cleaning of Council Buildings for Blacktown City Council for a period of three (3) years. The method of payment being Weekly Rates for each building cleaned, subject to adjustment due to Rise and Fall in costs after every twelve (12) months.
The works under this contract will include the cleaning of the following Council buildings:
§ 23 Child Care Centres each five (5) days a week
§ 15 Community and Neighbourhood Centres 1 x one (1) day a week, 1 x two (2) days a week, 1 x five (5) days a week and 12 x seven (7) days a week
§ 2 Libraries 2 x six (6) days a week and 1 x seven (7) days a week
§ Emerton Youth Centre five (5) days a week
§ Blacktown Aquatic Centre and associated Club House seven (7) days a week
§ Emerton Leisure Centre seven (7) days a week
§ Kings Langley Combined Community Centre seven (7) days a week and Child Care Centre five (5) days a week and Demountable one (1) day a week
§ Stanhope Combined Blacktown Leisure Centre and Dennis Johnson Library both seven (7) days a week
§ Blacktown Arts Centre three (3) days a week
§ Blacktown Information and Heritage Centre three (3) days a week
§ Blacktown Animal Holding Facility five (5) days a week
Council is seeking experienced commercial cleaners of multiple public buildings who are fair employers and that can provide a reliable, quality service with due regard for safety of their employees, care for the buildings and those using the buildings and are committed to environmental sustainability. Tenderers that are in a franchise arrangement will not be considered. Subcontracting of the total cleaning service for any building under this contract will not be permitted. Any specialist type of cleaning required within any building may be carried ourt by a subcontractor, subject to approval by Council. All cleaners should be experienced in cleaning multiple public buildings, be experienced in cleaning the types of flooring present in the buildings and committed to cleaning to the standard required in accordance with the specifications. Supervisors are to experienced in the cleaning industry also with experience in cleaning the types of flooring present in the buildings. Therefore, tenderers are encouraged to tender for the cleaning of all or as many building as can reasonably be achieved with the resources available to them in the timeframes set under this contract.
The Principal reserves the right to award the contract to one tenderer or several tenderers.

Tenderers wishing to conduct an inspection of the following buildings prior to tender submission must register with Council’s Ruben Quero on (02) 0839 6039.
The date of the inspection will be 31 March 2010.
The buildings to be inspected are;
· Blacktown Leisure Centre and Dennis Johnson Library, Stanhope
· Glenwood Neighbourhood Centre
· Goddard Crescent Child Care Centre, Quakers Hill
· Jim Southee Neighbourhood Centre And Kings Langley Child Care Centre
· Blacktown Aquatic Centre and Club House
· Emerton Leisure Centre
The time and meeting place will be advised at the time of registering. The inspection is not mandatory.
It will not be possible for tenderers to arrange to visit all buildings listed.
Due to licensing requirements for Council’s Child Care Centres no tenderer shall be permitted to inspect any other centre.
