Tender Details
This tender is for Contract No. 14 / 2016 – Fencing for Blacktown City Council as a schedule of rates contract, subject to rise and fall in costs after a specified period.
Council is seeking experienced fencing contractors to carry out the works for any Part of this contract that will include:
PART A: CHAIN WIRE FENCING, POST & RAIL FENCING, RURAL FENCING, BUSHLAND BOUNDARY FENCING and HANDRAILS
• Supply and erection of fencing and gates at any location within Blacktown Council area.
• Repair or replace portions of fencing or gates as required at any location within Blacktown Council area.
• Remove and dispose of existing fencing, not necessarily the same types of fencing.
PART B: PEDESTRIAN FENCING, SECURITY FENCING, WELD MESH FENCING, STEEL CRICKET FENCING, SPORTS FIELD FENCING, COLORBOND FENCING and CHILD CARE FENCING
• Supply and erection of fencing and gates at any location within Blacktown Council area.
• Repair or replace portions of fencing or gates as required at any location within Blacktown Council area.
• Remove and dispose of existing fencing.
PART C: SAFETY BARRIER SYSTEMS
• Supply and erection of safety barrier systems at any location within Blacktown Council area.
• Repair or replace portions of safety barriers as required at any location within Blacktown Council area.
• Remove and dispose of existing safety barrier systems.
PART D: SUPPLY AND INSTALLATION OF BOLLARDS
• Supply and install certain standard types of bollards in non-urban areas (bollards for urban areas will be designed and installed under a separate contract)
• Replace all types of bollards with standard types of bollards as required
PART E: SUPPLY AND DELIVERY OF FENCING
• Supply and delivery of fencing materials, gates and ancillary items for each of the various types of fencing. Delivery is to Council’s depot store located at Station Road, Rooty Hill.
PART F: HIRE OF TEMPORARY FENCING
• Supply and erection of temporary fencing at any work site within Blacktown Council area under hire arrangements for up to 3 months, 6 months and 12 months and over.
PART G: BRIDGE BARRIERS AND RAILINGS
• Repair or replace sections of barrier systems on council’s bridges
• Repair or replace sections of pedestrian handrails on council’s bridges
• Re-painting of barriers and handrails with or without existing lead based paint
• Prepare and submit traffic control plans and obtain road occupancy licenses
Tenderers may tender for all Parts or any particular Part. You must be prepared to carry out all work within each Part. Tenderers may tender in Part E for any one or all of Groups E.1, E.2 and E.3.
Council may award each Part to one or several tenderers.
All tendered rates must be exclusive of GST.
All tendered prices for supply under Part E must include GST.

All methods of submitting tenders must be before the closing time and date for tenders indicated in the advertisement and stated on the front cover of these tender documents.
Council will not accept tenders by facsimile or email.

Conditions for Participation
Council will only consider those tenders that conform with the following:
• The requirements of the Conditions of Tendering
• All formal tender submission documents completed in full and included in your tender submission, together with all required verification documentation. The submission documents must be in the format as downloaded, that is, in MS Excel format. In addition, you may also include the document as Adobe Acrobat pdf document.
• Your tender must not include any of your own conditions or provisions nor change any of council’s conditions.
• Your work health and safety system must comply with the NSW WHS Act 2011 and WHS Regulation 2011.
• Wages must be paid in accordance with a federal modern award relevant to the works to be carried out under the contract, or a registered enterprise agreement that complies with the Fair Work Act 2009 that covers and is relevant to employees to be used for the works under this contract. A copy of the modern award or EA must be submitted. Provide a letter from Fair Work Commission confirming compliance of the EA to the Fair Work Act 2009.
