Design Consultancy Services for the Lawson Community Hall Portico Entry.
The Lawson Hall Portico was demolished to facilitate the widening of the GWH in 2008/09.
As part of the negotiated agreement between Roads and Maritime Services (RMS) and the Blue Mountains City Council (BMCC), RMS would demolish the Portico and BMCC would store the Portico material, reinstatement at a later date would then be jointly funded by RMS and BMCC.
Following the demolition and storage of the Portico the Lawson Hall now has one less access/egress point, and has been operating at a reduced capacity of 35 persons (max) for a period of approximately two years. The Portico reinstatement triggers a range of Disability Discrimination Act (DDA) infrastructure requirements, compliance with these requirements is then a prerequisite in returning the Hall to its full operating capacity of 350 persons (max).
Due to the requirements of the DDA the Portico cannot be built like for like and will require a larger footprint to facilitate manoeuvring of wheelchairs and a Disability access ramp additional to the Portico structure itself. Reinstatement of the Portico involves design work for the relocation of the Portico to a suitable position on the Hall, Development Application (DA), compliance with the National Construction Code of Australia (NCCA) and most significantly in this instance the Disability Discrimination Act (DDA).

The Conditions for Participation are mandatory requirements, which describe minimum standards that Quoters must meet for their Quotes to be considered. If Quoters do not meet the Conditions of Participation, they will be excluded from the evaluation process.
The Conditions for Participation are:
The Quoter must be an acceptable legal entity. It is Council’s policy not to trade with any organisation that does not hold a registered ABN;
The Quoter must not be bankrupt or insolvent;
The Quoter must declare and provide details of any occurrence, within 5 years prior to submitting a Quote, where the Quoter has been found guilty of breaching any Act or Regulation.
The Quoter must have the minimum level of insurance cover specified in this RFQ; and
All Quoters must comply with the New South Wales Government Code of Procurement.
