Tender Details

This RFT is for Contract No. 37 / 2014 – Electronic Key Management for Blacktown City Council. This is a Lump Sum contract not subject to rise and fall in costs.

The Tendering companies must hold a current relevant NSW Master Security Licence in accordance with the NSW Security Industry Act 1997.

Installers of security hardware will need to be accredited to install certain hardware and will need to show evidence of that accreditation.

In order to rationalise the issue and return of plant keys, Electronic Key Management cabinets are to be installed at nominated locations.

Power and 1 x LAN connection will be provided by the Principal at each cabinet location. Any additional cabling is to be identified and provided by the tenderer.

The system requires a valid access card to be presented and the relevant key(s) assigned to the cardholder are then released by the cabinet. The system will identify any keys not returned by the nominated time and has the ability to send text messages/emails regarding the non-return of keys to pre-determined mobile numbers (such as supervisors).

A separate cabinet will be installed to handle spare keys.

Electronic key safes incorporating a card reader to control and monitor the issue and return of mechanical keys shall be supplied

The full extent of the works and services awarded under this contract will be subject to available funding and the prices submitted.

All costs associated with the works within each depot must be included in the tender submission.

The requested information must be submitted with the tender and the tender documents must not be altered in any way.

There will be no site inspection or briefing meeting for this tender.

Tenders may be submitted either by:

• uploading to the website, https://tenders.nsw.gov.au/wsroc/ or

• by hardcopy form in a sealed envelope and placed in the tender box located on the ground floor of Blacktown City Council Civic Centre, 62 Flushcombe Road, Blacktown or posted to PO Box 63 Blacktown NSW 2148.

All methods of submitting tenders shall be received before the closing time and date for tenders as indicated in the advertisement and stated on the front cover of this document.

The submission of tenders by facsimile or email will not be accepted by Council.

Mandatory Requirements

·       All Tenderers must hold a current NSW Master Security Licence with the relevant sub class, and personnel must hold a current NSW Security Licence relevant to the service being provided, in accordance with the NSW Security Industry Act 1997 as amended.

 

Estimated Timeframe for Delivery

Upon completion of the assessment of tenders the preferred tenderer/s will be recommended in a report to the next available Ordinary Meeting of Council.

The successful Tenderer/s shall be notified in writing to all Tenderers after the Ordinary Meeting of Council.
