WSROC / Installation of CCTV and Remote Video Verification and alarm Monitoring at Council Depots - C38/2014

This RFT is for Contract No. 38 / 2014 – Installation of CCTV and Remote Video Verification and alarm Monitoring at Council Depotsfor Blacktown City Council. This is a Lump Sum contract not subject to rise and fall in costs.

The Tendering companies must hold a current relevant NSW Master Security Licence in accordance with the NSW Security Industry Act 1997.

All  security personnel used by the Tenderer under this contract must hold a current NSW security licence relevant to the activities being performed, in accordance with the NSW Security Industry Act 1997.

Installers of security hardware will need to be accredited to install certain hardware and will need to show evidence of that accreditation.

Blacktown City Council (BCC) is upgrading security infrastructure at the following BCC sites;

·        Rooty Hill Depot - Station St Rooty Hill

·        Nurragingy Depot - Knox Rd Doonside

·        Riverstone Depot - Church St Riverstone

The full extent of the works and services awarded under this contract will be subject to available funding and the prices submitted.

All costs associated with the works within each depot tendered must be included in the tender submission.

The requested information must be submitted with the tender and the tender documents must not be altered in any way.

CCTV systems are to be installed at all three sites are to be software based Video Management Systems (VMS) with IP network connected cameras. The VMS software must have an existing high level interface with Inner Range Integriti to the extent that alarms generated by the Integriti system will be sent to the VMS for predetermined actions without the use of low voltage relays.

The service is to be provided by a Graded monitoring facility with proven experience in the provision of these services.

Alarm monitoring of the Integriti systems at all three sites is also to be undertaken by the same control room.

Tenderers are required to attend the mandatory pre-tender briefing meeting, and encouraged to attend the site inspections prior to the briefing meeting.

The site inspections will be held on Wednesday 26 November 2014 as follows:

Nurragingy Reserve depot, off Knox Road, Doonside:            8.00am

Riverstone depot, 13 Church Street Riverstone:                     9:30am

Rooty Hill depot, Station Street Rooty Hill:                             11.00am

The Tender briefing session for both the ACID (C36/2014) & CCTV will commence at Rooty Hill depot following the site inspection.

Tenderers are to email the contact person to advise of attendance at the site meeting and/or briefing meeting and how many will be attending.

Tenders may be submitted either by:

• uploading to the website, https://tenders.nsw.gov.au/wsroc/ or

• by hardcopy form in a sealed envelope and placed in the tender box located on the ground floor of Blacktown City Council Civic Centre, 62 Flushcombe Road, Blacktown or posted to PO Box 63 Blacktown NSW 2148.

All methods of submitting tenders shall be received before the closing time and date for tenders as indicated in the advertisement and stated on the front cover of this document.

The submission of tenders by facsimile or email will not be accepted by Council.

Mandatory Requirements

·       All Tenderers must hold a current NSW Master Security Licence with the relevant sub class, and personnel must hold a current NSW Security Licence relevant to the service being provided, in accordance with the NSW Security Industry Act 1997 as amended.

·       Tenderers must submit systems compatible with Inner Range Integriti Platform or equivalent.

·       Accredited installers are to be used.

·       The remote video and alarm monitoring centre must be a graded monitoring facility and evidence submitted of the grading.

Upon completion of the assessment of tenders the preferred tenderer/s will be recommended in a report to the next available Ordinary Meeting of Council.

The successful Tenderer/s shall be notified in writing to all Tenderers after the Ordinary Meeting of Council.
