Tender Details

Hawkesbury City Council has some 24,000 rateable properties, with assessments totalling $22.5M pa. At year-end 2006/2007 Council had collected 94.69% of Rates debts. Additionally, Council issues approximately 8,000 invoices per annum for other debts, including shop inspections, rentals, septic tank inspections and additional sullage services etc. Accordingly, Council requires the services of a suitably qualified and experienced Debt Recovery Service Provider to assist in the collection of Council's outstanding Rates & Sundry Debts. Expressions of interest are invited by Council for the provision of debt recovery services for a period of 12 months from September 2008, with a 12 month optional extension.

Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).

Interested Parties are requested to provide relevant information about their organisation, including (but not limited to) - v Experience with Local Government Debt Recovery; v Availability of in-house legal advice; v Your collection methodology, specifying each step in the recovery process from "letters of demand" onwards; v How you require to receive debtor information from Council (we will mainly refer Rates debts in bulk up to three times annually, and sundry debts on a continuing basis); v Schedule of costs and commission for each step in the recovery process; v Your facilities for reporting the status of accounts to Council, e.g. hard-copy reports, online enquiry service, helpdesk.
