Council is seeking an experienced Construction Contractor to undertake the development of the Springwood Community and Cultural Facilities Upgrade in the Springwood Town Centre. Please note that rammed earth walls have been specified in the new development.
The new development will include:
Neighbourhood Centre and community services offices;
450-500 seat theatre, community dining room and kitchen;
Childhood Health Centre;
multipurpose function rooms and meeting spaces;
council/library service point with minor works to the existing Library;
Upgraded and expanded parking facilities;:
Landscaped Forecourt, including Braemar landscape upgrades.
The construction works will also include the following:
pre-works certifications in accordance with the Development Consent Conditions (Annexure 1)
The demolition of the existing Neighbourhood Centre and Theatre (foundations and lower section to remain). The full scope of demolition is detailed in the Demolition Drawings (Annexure 2) and includes asbestos removal;
Alterations to specific portions of existing occupied buildings in order to link or accommodate part of the works; and
The key objective for the Springwood Community and Cultural Facilities Upgrade is to deliver to the community a contemporary, high quality, sustainable building of distinctive architectural character.

Council may refuse to consider any Tender which does not meet the Mandatory Criteria.

The Tenderer and any nominated subcontractor(s) must not be bankrupt or insolvent.
Tenderers must provide details of instances where, within five (5) years prior to submitting their Tender, they have been found guilty of breaching any Act or Regulation, including but not limited to:

All Tenderers must comply with the NSW Government Code of Practice for Procurement (Code) that is current at the date of issue of this Request for Tender. The ability of a Tenderer to demonstrate compliance with the Code is an essential condition of these Conditions.
Tenderer’s attention is drawn to the National Code of Practice for the Construction Industry (National Code) and the Australian Government Implementation Guidelines for the National Code of Practice for the Construction Industry (2012 Guidelines).
By submitting a Tender , the Tenderer:
(a)will be deemed to have read; and
(b)agrees that it must comply with,
the National Code and the 2012 Guidelines.
As part of its Tender, Tenderers must complete the Declaration of Compliance set out in Part 3 – (Schedule 15).
All Tenderers must provide evidence of accreditation or be able to demonstrate that they will have achieved accreditation with the Australian Government Building and Constructions OHS Accreditation Scheme by the end of April 2013..
As part of its Tender, Tenderers must attach evidence of accreditation in Part 3 – (Schedule 14).
All Tenderers must comply with Council’s Business Ethics Policy attached as Annexure 1 and complete the Declaration set out in Part 3 – (Schedule 11).
A Tenderer:
must be a legal entity; and
must have a registered Australian Business Number (ABN) and is registered for GST purposes with the Australian Taxation Office.
