Emerton Leisure Centre - open since September 2006, is a state of the art aquatic and leisure facility, offering extensive court sports, water sports and swimming activities in the region. The Leisure Centre is located at the intersection of Jersey Rd and Popondetta Rd Emerton.
Blacktown City Council is seeking expressions of interest from suitably qualified and experienced commercial pool construction contractors interested in tendering for the design and construction of a heated outdoor hydrotherapy pool at Emerton Leisure Centre.
The proposed outdoor hydrotherapy pool is to be located adjacent to the northen glass façade of the existing indoor pool structure.
No site inspections will be carried out at this stage.
The works under the contract will generally include: · Provide integrated professional services, covering all aspects of design and construction of a hydrotherapy pool with associated plant. · Project management of design and construction. Select, engage, coordinate and control all required sub-consultants and contractors. · Confirm compliance with relevant Australian Standards, Codes of Practice, Disability (Access to Premises —Buildings) Standards 2010 and NSW Department of Health Guide lines for the design, construction and performance for Hydrotherapy pools. · Prepare documentation suitable for building construction certificate application. · Provide As-built documentation including designs, specifications and maintenance manuals. · The approximate surface area of pool required excluding concourse and ramp/stairs is in the range of 75m2. · Provide tiled concourse around perimeter of the pool · Consideration may be given to fibreglass pool construction if compliance with relevant Australian Standards, Codes of Practice, Disability (Access to Premises —Buildings) Standards 2010 and NSW Department of Health Guide lines for the design, construction and performance for Hydrotherapy pools can be demonstrated.

The EOI is the first stage of a two-stage process. Following the close of the EOI the Principal may proceed to the calling of a Selective Request for Tender (RFT). The issuing of an EOI does not commit the Principal to proceeding with an RFT.
Eligibility to participate in the RFT will be restricted to those providers who comply with the provisions of this EOI, satisfy the selection criteria and who are accepted by Council.
The submission of an EOI does not commit the Principal to accept any respondent as a selective tenderer.
Your Submission will be evaluated using information provided in your EOI, on your response to the Selection Criteria and information received from clients of your current and/or previous contracts.
The following evaluation methodology will be used in respect of this Expression of Interest:
(a) submissions are checked for completeness and compliance. Submissions that do not contain all information requested (eg completed Submission Forms and Attachments) may be excluded from evaluation;
(b) submissions are assessed against the Selection Criteria;
(c) the most suitable Respondents may be short-listed and recommended to Council for selection to tender.
If a sufficient short list of contractors has been established, then the second stage will be to issue tender documents to the selected respondents to submit a Lump Sum Tender for the Design and Construction of a Hydrotherapy Pool.
