Consultancy Brief for Traffic, Parking and Transport Study for the Katoomba Town Centre Precinct.

 Katoomba Town centre precinct has a number of traffic, parking and transport issues that are and will be further impacted by current and future conditions and developments. Key traffic, parking and transport issues related to Katoomba include but are not limited to:

Traffic, parking and transport impacts of completed and proposed new developments (including Aldi, Coles supermarket, Woolworths/Big W, Dan Murphy’s Bottle Shop, the Cultural Centre) and maintaining an acceptable level of service on the local road network;

The current key connection to the Great Western Highway is restricted by the Yeaman Bridge and traffic control signals at the Highway which can, in peak times, result in traffic stacking across and past the roundabout at Parke Street and Bathurst Road, which can “grid lock” the road network;

Traffic congestion and conflicts at intersections including Katoomba/Waratah Streets, Lurline/Waratah Streets, Parke/Waratah Streets, Pioneer Place/Waratah Street, Pioneer Place/Pryor Place, Pryor Place/Parke Street, and car park accesses in Parke Street;

Parking and access needs for businesses, shoppers, employees, commuters, local route buses, tourist buses, taxis, delivery vehicles, heavy vehicles; and

The current proposed infrastructure works within the Precinct and their potential individual and cumulative impacts on the local road network.

The Traffic, Parking and Transport Study will assist the Council to identify and assess options and strategies for traffic and parking improvements for the Katoomba Town Centre Precinct. It is envisaged that the Traffic, Parking and Transport Study will also make recommendations on supporting ultimately increasing sustainable travel behaviour for residents, workers, students and tourists in Katoomba.

Conditions for Participation

The Conditions for Participation are mandatory requirements, which describe minimum standards that suppliers must meet for their submissions to be considered. If Quoters do not meet the Conditions of Participation, they will be excluded from the quote evaluation process.

The Conditions for Participation are:

·          The Quoter must be an acceptable legal entity. It is Council’s policy not to trade with any organisation that does not hold a registered ABN;

·          The Quoter and subcontractors must not be bankrupt or insolvent;

·          The Quoter shall declare and provide details of any occurrence, within 5 years prior to submitting a Quote, where the Quoter has been found guilty of breaching any Act or Regulation.

·          The Quoter must have the minimum level of insurance cover specified in this RFQ; and

All Quoters must comply with the New South Wales Government Code of Procurement.
