Planning Study for Rural Lands in the Blue Mountains.
The Blue Mountains Local Government Area (LGA), situated on the periphery of Western Sydney, is characterised by lineal ridgeline development bisecting a World Heritage National Park. Urban development has largely been restricted to small townships along the Great Western Highway while rural lands are located predominately in outlying areas where topography and soil structure can accommodate and sustain rural land uses. It is predominantly these peri-urban and rural areas that fall within Local Environmental Plan (LEP) 1991.
The Megalong Valley, Sun Valley as well as areas in Mt Wilson, Mt Irvine and Mt Tomah (collectively known as the Mounts) represent some of the distinctively rural landscapes in the Blue Mountains. In particular, the rural lands of the Blue Mountains are a unique combination of rural uses, recreation uses and tourism destinations that present challenges in developing appropriate land controls. These rural areas are typically on the interface to the National Park, providing a unique bushland setting and often have high scenic values. As well as playing an important role in supporting rural culture and lifestyle, it is recognised that output from rural lands in the Blue Mountains contributes to the diversity of the local economy.
These elements are reflected in Council’s vision for a city with distinctive and contained villages where the local economy is diverse and culture and community identity is recognised. There is, however, a need to develop a more acute understanding of the City’s rural lands in terms of current and future land use, agricultural land capability and sensitivity, biodiversity functions, patterns of tenure and community needs. A major focus should be on identifying and, where viable, fostering the role of agriculture in our City in a positive and environmentally sensitive manner.

The Quoter must be an acceptable legal entity. It is Council’s policy not to trade with any organisation that does not hold a registered ABN;
The Quoter and subcontractors must not be bankrupt or insolvent;
The Quoter shall declare and provide details of any occurrence, within 5 years prior to submitting a Quote, where the Quoter has been found guilty of breaching any Act or Regulation.
The Quoter must have the minimum level of insurance cover specified in this RFQ; and
All Quoters must comply with the New South Wales Government Code of Procurement.
