1. Goals and Objectives
a. Council is seeking the services of a qualified and experienced leader to project management the implementation of Technology One’s local government software applications.
b. The system includes finance, HR/payroll, property, assets and corporate reporting function. The project also encompasses training, data migration and integration services.
c. Council has recently resolved a tender to appoint Technology One as the preferred contractor. The Technology One system will replace Council’s existing systems.
d. The role will involve overall project management and ensure project timelines, budget and scope are strictly met.
e. These systems are imperative to council’s operation. The project director must ensure the systems implementation is successful in providing operational continuity and service delivery.
2. The Blacktown City Council project will include
a. Overall Project implementation and acceptance.
b. Data migration.
c. Training key user and end user.
d. Documentation.
e. Project management.
f. Communication and reporting.
3. Project management essential requirements
a. Proven experience and leadership in major business IT systems implementation at an organisational level.
b. Exposure to the Technology One local government software systems.
c. Ability to delivery projects within budget and accepted timelines.
d. Effective presentation methods and strong verbal and written communication skills.
e. Accurate and effective project documentation and reporting techniques.
f. Methods to maintain the project focus and goals including the delivery of customer service and business process improvement.
g. Exceptional negotiation and communication skills to manage outcomes with internal stakeholders and vendors.
h. High level understanding of contract management and contract execution.
4. Project manager should have the following desirable criteria
a. Experience with Local Government business systems relating to finance, HR/payroll, land information, asset management and customer requests.
b. Well-developed approach to risk management.
c. Extensive experience with the implementation of Technology One software.
d. An understanding of local government regulations including procurement.
e. Ability to manage data migration processes and user training programs.
