Blacktown City Council has prepared a Contributions Plan 20 under Section 7.11 of the Environmental Planning and Assessment Act 1979 for the Riverstone and Alex Avenue Precinct release area. The plan outlines the expected types of development in an area and the infrastructure required to meet demand arising from that development. Railway Terrace and Brighton Street Basin have been identified as major infrastructure items that are required to be built in the Riverstone and Alex Avenue Precinct release area to keep up with the pace of land development in the area.
The project scope is to construct the upgrades to sections of Railway Terrace between Riverstone Road in the north, and Schofields Road to the South (approximately 1,500m in length).
Upgrades will include, but are not limited to: road widening, kerb and gutter, stormwater drainage, bike path and pedestrian pathway upgrades, landscaping, driveways and layback, retaining wall adjacent to Sydney Trains boundary, kerb blister, on street parking, line marking and associated sinage, pedestrian crossing, utilities upgrades and diversions.
