Blacktown City Council (BCC) is seeking proposals from suitably qualified and experienced person(s), firms or entities for stormwater drainage condition assessment on as needed basis. The initial period of the Contract will be for 2 year with options in favour of Council for a further period of 3 x 1-year extensions subject to satisfactory performance, and Council requirements.

Council is planning to inspect stormwater drainage network ranging from Ø 300mm diameter up to Ø 2400mm pipes, culverts ranging from 300mm span to 1200mm, culverts and different type of pits like kerb inlet, junction pit, grated pit etc. to service above diameter of pipes and culverts. This information is indicative only and council will request services on need basis and do not guarantee the work amount for this Request. Pipe will be selected across the whole Local Government Area according to the Council’s Asset Management Plan.
Artificial Intelligence is defined in this contract as computer systems that is able to perform task normally requiring human intelligence, such as visual perception, video camera recording, data capturing, data analysis, condition assessment, decision-making, recommending treatments for defect identified with predictive modelling approach. Artificial intelligence should be capable of self-improvement and learning form past experience and adoption of new technology and industry standards.
Council will select companies with the proven ability to provide the services detailed in the scope of works. Council is open to either CCTV operator or Artificial Intelligence provider to lead the contract. The works under this contract will generally include:
Part A Conventional CCTV inspection of stormwater drainage network & manual defect identification on as needed basis:
The services under this part include, but not limited to;
• CCTV inspection of stormwater drainage network on an as needed basis.
• Conduct on-site inspection and field measurements to ascertain dimensions and qualities in relation to the contract in innovative way where possible.
• Within specified timeframe, submit inspection records, data and report.
• Assess the maintenance condition and recommend maintenance needs.
Part B Inspection of stormwater drainage network, defect identification and condition assessment and using advanced detection technology and/or Artificial Intelligence on as needed basis
The services under this part include, but not limited to;
• Inspection of stormwater drainage network using advanced detection technology and/or artificial intelligence to collect field data, with suitable resolution and exposure of video/sonar/others images on as needed basis. Examples of advanced detection technology can be high resolution, multiple cameras, pole camera, ultrasound and infrared technologies. The proposed detection technology shall be capable to integrate or meet the requirement of computation power and machine learning of Artificial Intelligence which will be deployed for condition assessment and other tasks as described below.
• Conduct on-site inspection and field measurements to ascertain dimensions and qualities in relation to the contract using latest technology and artificial intelligence as mentioned above.
• Within specified timeframe, submit inspection records, data and report generated by Artificial Intelligence.
• Assess the condition and recommend maintenance needs by using Artificial Intelligence for condition assessment of pipe, culverts and pits with predictive modelling approach.
• Achieve accurate and faster conditional assessment of stormwater drainage network by proper integration of detection technology and Artificial intelligence while keeping overall cost low.
Tenderers may choose to tender for part or whole scope of services in their submissions. Tenderer shall indicate clearly the part(s) submitted in the returnable schedule. Part A is mandatory and Part B is an optional.
The proposed contract is in the form of schedule of rates subject to rise and fall in accordance with the contract conditions. Council reserves the right to select a panel of contractors or a single contractor. Council may accept any tender in part or whole.
