Consultancy Brief for Lapstone, South Glenbrook and South Blaxland Floodplain Risk Management Study and Plan.

 In June 2010, Blue Mountains City Council undertook a flood study for the developed area subject to flood affectation within the Glenbrook-Erskine Creek catchment. The Glenbrook-Erskine Creek catchment is equal to 363 Km2 and located south of the Great Western Highway extending to the entries to National Park and from Lapstone in the east including Glenbrook, Blaxland, Warrimoo, Sun Valley, Valley Heights, Springwood, Faulconbridge, Linden, Woodford, Hazelbrook, Lawson, and Bullaburra to the west.

As the study and this report provide the Flood Study component of the floodplain risk management process, its findings will be used in the subsequent Floodplain Risk Management Study and Plan to address the existing, future and continuing flood risks as well as potential flood mitigation measures.

The subject area is part of the Glenbrook-Erskine Creek catchment where the vast majority of the existing development lies.

Considering that the future floodplain risk management study will be focusing on flood issues for each particular floodway in a greater level of detail, undertaking a floodplain risk management study and plan for the whole study area of Glenbrook-Erskine Creek catchment may require considerable effort, time and budget due to the size of the project area. Further investigation has been undertaken to break down the study area into smaller sections that would be assessed by separate studies, an approach that would provide a reasonable level of practicality and allow Council to stage the process.

All three sub-areas display very similar characteristics in terms of their configuration, with small commercial centres located in the proximity of the Great Western Highway and low density residential properties spreading towards the National Park, mainly along the narrow mountain ridges and small plateaus between them. Based on the review of topographic maps and aerial photos as well as site inspections, Sub-area 3 (South Lapstone, South Glenbrook and South Blaxland catchment) appears to be more developed and populated, with the largest residential area spreading furthest south from the Highway.
