Tender Details
Blacktown City Council (BCC) is seeking proposals from suitably qualified and experienced person(s), firms or entities for the inspection and maintenance of stormwater pollution control devices (PCDs) on an as needed basis. The initial period of the Contract will be for 2 year with options in favour of Council for a further period of 3 x 1-year extensions subject to satisfactory performance, and Council requirements.

Council will select companies with the proven ability to provide the services detailed in the scope of works. The works under this contract will generally include:
Part A Inspection of PCDs:
The services under this part include, but not limited to;
• Schedule regular routine inspection at the frequencies set out in the contract for all the PCDs included in the inventory list
• Conduct on-site inspection and field measurements to ascertain dimensions and qualities in relation to the contract
• Within specified timeframe, submit inspection records, data and report.
• Assess the maintenance condition and recommend maintenance needs disregarding they are included in Part B or not.
• Attend performance audit when required by council as set out in the contract.
• Rectify any error or review non-conforming inspection report identified in auditing process.
• Conduct additional inspections as instructed by council when required such as after severe weather conditions
• Conduct PCD survey as instructed by council when required to measure external and internal dimensions.
Part B Maintenance of PCDs:
The services under this part include, but not limited to;
• Cleaning of PCDs in accordance to the specification in the contract
• Cartage and disposal of gross pollutant, sediments and litter from PCDs to waste disposal facilities as set out in the contract.
• General maintenance of PCDs after cleaning as set out in the contract.
• Within specified timeframe, submit PCDs maintenance reports

The tenderer warrants and represents that it will, prior to submission of tender, obtain the information and documentation referred to above and will obtain all other information relevant to the works, contingencies and other circumstances having an effect on its tender.
The tendering method for this contract shall follow the procedures for “Open Tendering” in accordance with Local Government (General) Regulation 2005: Part 7 – Tendering. Council invites tenders by public advertisement without restriction on the numbers of tenders sought.
