Blacktown City Council is seeking a system that will provide for on-line electronic planning enquiries and acceptance, processing, management, assessment and reporting of Development Applications.
1. Goals and Objectives
a. The system will need to be designed to cater for a single entry point of data and to integrate with the proposed Technology One’s local government software applications, and internet applications commonly found in the Australian Local Government Environment. The purpose of the system is to manage all aspects of the DA assessment processes and facilitate electronic planning enquiries by the public in addition to providing effective and user friendly means to monitor and performance manage the various processes;
b. The system will provide real-time statistics and required statutory statistics on the state of the assessment process at any point in time through benchmarking and performance reporting;
c. The system will need to be designed with ease of use and flexibility in mind and able to handle multiple processing options whilst retaining business rules;
d. Generally, all standard documents are to be able to be generated at the click of a button and the system must provide a history of the current applications (process map) and a full register providing up to the minute data on applications;
e. All modules in the system should be created from the user prospective, with great importance placed on useability and simplicity at the desktop. The end result should ensure a user friendly solution which can be relied upon to perform all the requirements of the professional and public users in a simple to use manner;
f. Outputs from the system should be readily editable for use with Council’s existing reporting and business paper solution;
g. It is Councils intent to enter into a contract for the delivery and maintenance of the proposed solution.
