Blue Mountains City Council (BMCC) is seeking a suitably qualified Consultant to prepare an options report detailing a preferred option for a number of identified areas in Springwood that impact traffic congestion and pedestrian access and mobility.
In recent years, poor signage, inefficient traffic intersections and a vehicle - pedestrian conflict system has contributed to traffic congestion within the town centre. A key aim is to establish a better managed movement system that facilitates a more people friendly town centre atmosphere.
The objective of this report would be to provide Council sufficient technical advice to determine the preferred option for subsequent detailed design in these areas, in accordance with the Springwood Town Centre Masterplan. It is envisaged that further traffic modelling and analysis, including pedestrian activity studies, will be required.

Conditions for Participation
The Conditions for Participation are mandatory requirements, which describe minimum standards that Suppliers must meet for their Quotes to be considered. If Suppliers do not meet the Conditions of Participation, they will be excluded from the evaluation process.
The Conditions for Participation are:
Suppliers must be an acceptable legal entity. It is Council’s policy not to trade with any organisation that does not hold a registered ABN;

Suppliers must not be bankrupt or insolvent;

Suppliers must declare and provide details of any occurrence, within 5 years prior to submitting a Quote, where the Supplier has been found guilty of breaching any Act or Regulation.

Suppliers must have the minimum level of insurance cover specified in the Contract; and

Suppliers must comply with the New South Wales Government Code of Procurement.
