Tender Details

Council requires the supply and installation of three CDS Gross Pollutant Trap units as well as the associated civil works, at the following locations
Smithfield Main Drain on the southern side of Kiola Street behind Smithfield Park where triple 1800mm diameter stormwater pipes discharge into Prospect Creek
Belingers Drain located on the on the eastern side of The Horsely Drive, next to Fairfield High School.
Within the parkland between Bowden Street and Antoneitta Street, Cabramatta.

Items common to all three sites
a) Shoring for the installation of the GPT.  A certified copy of the shoring details must be submitted to the Supervising Engineer for approval.
b) Construction of diversion chambers 
c) Locate all services on site prior to the commencement of any work on site.  A copy of the services diagram including the location and levels must be submitted to the supervising Engineer.
d) Submit Project Management Plan including Safe Work Method Statement (SWM) for the works, project specific requirements, sub-contractors and suppliers details, Occupational Health & Safety information, Environmental Management etc; The Safe Work Method Statement must be submitted prior to the commencement of any construction work on site.  The SWM must identify potential hazards, hazard control measures, level of risk of all individual work items, the type of risks, proposed risk management etc; In addition to the above, the contractor must submit a soil and water management plan prior to the commencement of any construction work on site.  A copy of the site specific safety management plan is included for information only as an Appendix.  The contractor may use the details provided in order to prepare their Project Management Plan for the works.
e) Reinstatement of all disturbed areas
f) Disposal of excess spoil

 Smithfield Main Drain Site – The location of the project site is on the southern side of Kiola Street behind Smithfield Park where triple 1800mm diameter, stormwater pipes discharge into Prospect Creek
a) Excavate, Supply and complete installation P3018 unit.  The screen for the units will be supplied in plate form by the supplier and requires on site assembly by the contractor. Note: The contractor must place an order as soon as the contract is awarded in order to secure the units without any delay.
b) Supply and place rocks for scour protection works at the outlet as per the construction plans
c) Supply and installation of exclusion bars as per the details. 
d) Construction of concrete channel base and wall including drainage medium using recycled concrete. 
e) Comply with the various stages ( refer construction plans) proposed in relation to the sediment and erosion control measures.
9.3     The project site is located within the parkland between Bowden Street and Antoneitta Street, Cabramatta.
a) Excavate, Supply and complete installation P1512 unit.  Note: The  contractor must place an order as soon as the contract is awarded in order to secure the units without any delay.
9.3.5 Belingers Drain site – It is located on the on the eastern side of  The Horsely Drive, next to Fairfield High School.
a) Excavate, Supply and complete installation P3024 unit.  The screen for the units will be supplied in plate form by the supplier and requires on site assembly by the constractor. Note: The contractor must place an order as soon as the contract is awarded in order to secure the units without any delay.

Open Tenders - An invitation to tender by public advertisement with no restriction placed on who may tender. Tenderers will normally be required to demonstrate in their tender that they have the necessary skills, resources, experience, financial capacity, and in some cases licences, accreditations, etc., to fulfil the tender requirements.

Conditions for Participation

       The Conditions for Participations are:
a) The Tenderer and subcontractors must not be bankrupt or insolvent.
b) The Tenderer and subcontractors must not have had significant deficiencies in performance of any substantive requirement or obligation under a prior contract of like nature.
c) The Tenderer warrants that it has not, within 3 years prior to submitting a Tender, been found guilty of breaching any Act or Regulation which breach might be considered contrary to the values and principles of good corporate citizenship. Such Acts include, without limitation; Workplace Relations Act 1996 (Cth), Industrial Relations Act 1996 (NSW), Occupational Health & Safety Act 2000 (NSW), Workplace Injury Management & Workers Compensation Act 1998 (NSW), Equal Opportunity for Women in the Workplace Act 1999, Disability Discrimination Act 1992 (Cth), Human Rights (Sexual Conduct) Act 1994 (Cth), Racial Discrimination Act 1975 (Cth), Sex Discrimination Act 1984 (Cth), Age Discrimination Act 2004 (Cth), Anti-Discrimination Act 1977 (NSW), Disability Services Act 1986 (Cth).
d) Council’s policy is to engage in the highest standards of ethical behaviour and fair dealing. Council requires the same standards from those with whom it contracts. Tenderers acknowledge Council’s Statement of Business Ethics (attached), as adopted by Council in accordance with the Local Government Act 1993 (NSW). The tenderer acknowledges that they have read, understood and agree to comply with the requirements referred to therein.
e) Council reserves the right to undertake a Financial Capacity and Performance assessment on all short-listed tenderers. FCC utilises a comprehensive business analysis report produced by Corporate Scorecard Pty Ltd. The Tenderer agrees to co-operate fully and provide the data as may be reasonably required to complete this assessment
