Blackheath Memorial Park

Blackheath Memorial Park is recognised as a highly significant park to the township of Blackheath and the upper Blue Mountains in general. A major contributing factor to its significance is the historic plantings. Many of these trees are approaching senescence. Council commissioned a report in 2009 to gain an understanding of whether any of the trees are a danger to the public and what to do to protect the landscape integrity as the older trees start to fail.

GWH Medlow Bath

An avenue of mature Radiata Pines grows alongside the Great Western Highway at Medlow Bath, from the service station at the south to the railway station at the north. The avenue is listed in the Blue Mountains Local Environmental Plan 2005, Schedule 6, where it is identified as having state significance.

Some of the trees have declined in condition over recent years. Stresses are evident in trees with sparse canopies or trees that are dead. Several limbs have failed and one entire tree fell recently.

These issues require input to determine the management options to maintain the amenity of the area and of this high-profile thoroughfare through the Blue Mountains.

In considering management options, the trees are to be considered as a stand rather than as individual specimens.

Conditions for Participation

The Conditions for Participation are mandatory requirements, which describe minimum standards that suppliers must meet for their submissions to be considered. If Quoters do not meet the Conditions of Participation, they will be excluded from the quote evaluation process.

The Conditions for Participation are:

·          The Quoter must be an acceptable legal entity. It is Council’s policy not to trade with any organisation that does not hold a registered ABN;

·          The Quoter and subcontractors must not be bankrupt or insolvent;

·          The Quoter shall declare and provide details of any occurrence, within 5 years prior to submitting a Quote, where the Quoter has been found guilty of breaching any Act or Regulation.

·          The Quoter must have the minimum level of insurance cover specified in this RFQ; and

·          All Quoters must comply with the New South Wales Government Code of Procurement.
