Tender Details

 

Council intends to develop the Warrick Lane site to deliver major economic employment and social benefits for the people of Blacktown. Given its size and strategic location, the Council is of the view that the Site can be better utilised to promote the CBD, related services and businesses.

 

The Council envisages the proposed Warrick Lane precinct as a modern mixed-use development anchored on a new public plaza. The Precinct will link seamlessly to Main Street and offer new retail and commercial possibilities in the CBD.

 

The Council will allow development of the site to take place on five separate lots. One of the lots will be used for the civic plaza and underground car park. Council will assess proposals for the development of the remaining lots based on zoning and investment considerations.

 

The first stage of the project will prepare the site for future redevelopment by:

 

-moving existing parking to an underground car park with approximately 400 car spaces;

 

-creating new public open space above the car park on street level;

 

-removing some structures;

 

-remediating land where required;

 

-upgrading and moving some services;

 

-making some changes to traffic flow in the CBD.

 

The Council seeks tenders for the demolition of the existing buildings on the Site, and the removal and disposal of demolished materials.

 

The Council will undertake the preparation of preliminary design documents for the Works. The Contractor is to be responsible for completing the design to achieve the Council's requirements, preparing the demolition methodology, reviewing the design documents provided by the Council to ensure that the Works can be performed in accordance with the design documents, and developing the design documents.

 

The Contractor will be engaged pursuant to the AS 4902-2000 Design and Construct Contract provided to Tenderers at Section C. Council does not expect to, but may, novate design consultants to the Contractor prior to Practical Completion of the Works.
