Tender Details
A car parking analysis of the Penrith CBD, commissioned by Council,
revealed the need for additional parking requirements. To meet the car
space shortfall, Council resolved to develop an additional 1000 parking
spaces by 2020 within Penrith CBD. Three locations (Union St, Judges
Carpark & Soper Place) were identified as suitable spaces to increase the
available parking. Of the locations, Soper Place, Penrith was identified as
the ideal location for construction of a multi-deck car park to be delivered
by December 2020.
The initial concept for the site is a well-designed carpark that caters to the
city centre parking needs with an integrated high-grade commercial office
development. This office development is required to have the potential
to accommodate a range of tenants, including private enterprises,
community groups or government agencies.
The precinct offers opportunities for an enhanced public realm including a
new street, rooftop recreational uses, ground floor activities and public art.
