Architectural Design Services for the Proposed Upgrade of the Ruth Everuss Aquatic Centre
Council is seeking Expressions of Interest for consultants interested in tendering for this project. Following the assessment of the Expressions of Interest, Council will prepare a select tender list and invite selected Tenderers to lodge a full tender submission. It is envisaged that the successful consultant will manage a team, with appropriate levels of experience for a project of this nature. The team can comprise either in house experts or external sub-consultants or a combination of both. The consultant team will need to cover as a minimum the following areas: Architectural, BCA and fire regulations, Cost estimating, Accessibility, Heritage, Engineering (Structural, electrical, hydraulic and mechanical) and any other areas the consultant considers necessary for a project of this nature. As a result of limited funding available it is proposed that this engagement will be staged with hold points at the end of each stage. There is no guarantee that the design process will necessarily progress to the next stage or eventually reach completion. It is also envisaged that the construction of the facility will need to be staged as a result of funding constraints. It is considered important however that the full design is developed before staging is contemplated in order to ensure that all stages of construction fit together effectively. It is proposed that the project be delivered in the following stages: Review of current facilities, previous studies and council strategic documents. Development of a concept plan Preparation of documentation for DA submission for the whole project. Obtaining Development Consent and consent from other relevant authorities. Development of a staged construction plan based on available funding and operational priorities Preparation of final Construction drawings and specifications for each stage. Obtaining Construction Certificates for each stage. Construction of each stage based on available funding and operational priorities It should be noted that Council approvals will be required at each stage of the project and these will need to be supported by revised cost estimates. When Council progresses to the tender stage for design, tenders will be required to be itemised in accordance with the above project stages. Council will, at its discretion, determine whether all stages are pursued.

Supply, Installation and Commissioning of Car park Equipment at Lidcombe Town Centre
Council is seeking expressions of interest from suitable companies capable of delivering the services required. Council requires an effective, efficient and a sustainable solution for the operation of the existing Lidcombe Car Parks which optimises the utilisation of the existing building / site and satisfies the requirements of Council and its community in the most cost effective terms of capital costs and life cycle expenditure. · “Pay and Display” operation for the John Street Car Park. · Boom gate operation for the Bridge Street Car Park incorporating “Autopay” facilities programmable for long term / frequent users / evening and special events. · Electronic Surveillance system throughout the facilities Council appreciates that interested companies may not be able to provide all of the services specified above and for that purpose will consider the electronic surveillance as a separate component. The approved hours of operation of the car parks are twenty four (24) hours seven (7) days per week and both car parks are open during these times. Council has also identified a number of other general issues for consideration, some of which may relate to the final operating structure, including: Types of boom gates and ticketing systems including locations; Levels of Security and CCTV systems and locations of equipment; The area required for an operations/ admin. office; Management of vandalism, repair and maintenance matters arising, other anti-social behaviour.

Architectural / Building Design for the Conversion of a former RSL Club to an Expanded Library for Lidcombe and a Community Centre
Council is seeking Expressions of Interest. Following the assessment of the Expressions of Interest, Council will engage, through a Selected Tender process, appropriately qualified and experienced consultant/s to: Prepare a development Application based on the concept plans prepared by Quinn O’Hanlon Architects through consultation on major items with key staff as required Develop plans and specifications suitable for lodgement of a Construction Certificate and invitation of Tenders for Construction Deliver a fully costed quality design based on the Quinn O’Hanlon concept Council seeks to obtain a detailed design that optimises utilisation of the current building, whilst maximizing cost efficiencies and minimizing construction time as well as providing sympathetic urban exterior and interior design outcomes. Council is also seeking specialist advice to assist with detail planning and design relating to the layout of the library components, at this stage as a separate consultancy. As such Council is also interested in potentially identifying through this process consultant/s with expertise in library design. When Council progresses to the tender stage for design, tenders itemised as follows will be sought: Design to Development Application stage and obtain Development Consent Design to obtain a Construction Certificate and final tender/construction documentation. Supply & Installation of Paving for the Castle Hill Main Street Project - Stage 1
The works required to be undertaken under this Contract is the construction of Old Northern Road, Cecil Ave to Crane Road, supply and installation of pedestrian paving. The works planned for this contract will involve: i. Prepare the concrete base by spraying lightly with water then supply & install a 1:1 cement water mix as specified ii. Supply and install a 3:1 sand:cement “semi-dry” mortar mix to the concrete slab as specified iii. Supply and install a 1:1 pre-mixed cement water slurry to the mortar bed as specified. For 150mm wide pavers, ARDEX adhesive is to be brush or roller applied to the underside of the paver prior to placement iv. Supply and Install granite paving (Option A) or Bluestone paving (Option B), including wet cutting-in, as specified v. Supply and install paver infill into existing service lids (service pit frames and infill covers to be provided by others) as identified on the plans and in the specification. vi. Allow for the coordination of the installation of any light fittings, furniture, bollards and fencing in the paving areas. Work to be in conjunction with Council and Council’s sub-contractors vii. Supply and install paving joints and a protective sealant as specified viii. Allow for staging as directed to reduce the impact of the work on shopkeepers. ix. Allow for all tests, samples and warranties as specified The overall project is being managed by Council and this contract work shall be carried out in conjunction, and in stages, to suit the overall target timeframe and completion dates.

CONSTRUCTION OF LANDING JETTY AT SILVERWATER PARK
Council is calling for suitable qualified Contractors to undertake the construction of the Silverwater Park Jetty. The proposed jetty is located on the Parramatta River adjacent to the existing boat ramp between Silverwater Park and Wilson Park, Silverwater. Access to the site is from Silverwater Road via the Silverwater Park / Wilson Park exit. Auburn City Council is responsible for the management of Silverwater Park, the boat ramp and part of the adjacent carpark. Wilson Park and the areas of the carpark behind the concrete bollards are the responsibility of the Sydney Olympic Park Authority (SOPA). The proposed works are located within well utilised public areas. Adverse impacts on the users of the park, carpark, bicycle track and boat ramp need to be managed and minimised at all times. The major works being undertaken include: Site establishment Cut and prepare existing seawall Supply and install timber piles Supply and install timber jetty structure Supply and install decking, handrails and associated fittings Site cleanup and final maintenance check at the end of the defects liability period.
