Particulars of the goods or services to be provided under this contract

Supply of Onboard European Control System (ETCS) Onboard Equipment and Engineering Services as follows:

1. Rollingstock fitment for:

  • V Sets (Intercity)
  • T/G Sets (Tangara)
  • H Sets (OSCars)

and provision of a Pilot Scheme.

2.  Engineering Services for:

  • Installation design, prototype and production system installation for V-Sets, H-Sets;
  • Generic design providing details of equipment proposed to be used, how it is to be configured and interconnected and the interfaces;
  • System design for each of V-Sets, H-Sets and T/G-Sets;
  • Development and provision of driver machine interface;
  • On-site and off-site engineering support for verification of TfNSW design.

3. Development Procedures and Development tools - any procedures, processes, applications or tools (software, firmware, hardware, documentation or any combination thereof).

4.  Test Procedures and Special Test Tools (software, firmware, hardware, documentation or any combination thereof).

5. Maintenance information (data and material necessary to enable TfNSW to develop maintenance requirements and associated Technical Maintenance Plans for each type/item of equipment supplied.

The contract has been varied to include:

  • Additional design;
  • Amendments to driver machine interface;
  • Supply of additional equipment for fitment;
  • Additional engineering services for pilot;
  • Additional test bench; and
  • Annual rate adjustment for CPI
  • M-Set  software upgrade
  • other amendments to the Deed

Annexure A to this contract is WS55998-Four ETCS Maintenance Deed for Onboard ETCS Equipment and Engineering Services.  This deed commences on completion of the first installation of the Supplier Equipment Onboard and has a completion date of 5 years after the final installation of AP1, with 4 x 5-year renewal periods.

Evaluation Criteria Weighting

A value for money judgement was made by assessing responses provided to sections of the Ariba Tender Questionnaire, while having regard to any risks to RailCorp's interests.  The evaluation criteria include the following (not listed in order of importance):

  1. Compliance with the RFT general requirements including insurances, limits of liability, policies and statements and government programs;
  2. The offer validity and compliance with the Conditions of Contract;
  3. Financial capacity to deliver the project;
  4. Current works in hand;
  5. Consultants, subcontractors and key suppliers proposed to be engaged to deliver the project;
  6. Technical solution - demonstrated capability of the proposed solution to comply with all requirmeents including NOBO certification;
  7. Technical innovation - demonstrated capability of the proposed solution to provide operational or economic benefits to RailCorp;
  8. Engineering design support - demonstrated capability to deliver adequate numbers of competent engineering resources;
  9. Demonstrated capability to deliver robust and effective engineering design material, processes and tools;
  10. Demonstrated capability to meet the training requirements;
  11. Demonstrated capability to manage the implementation of a Level 2 Pilot Scheme;
  12. Through Life Support - demonstrated capability to ensure that onging support will be provided for maintenance of the ETCS deliverables;
  13. Project delivery - demonstrated capability to deliver the Supplier Equipment and Engineering Services in accordance with the Project Program and Batch Delivery Schedule;
  14. Demonstrated capability to undertake Safety Assurance and safety change management;
  15. Quality, occupational health and safety and environmental management systems;
  16. Tenderer experience and capability - demonstrated experience and capability to undertake and deliver the project successfully, including eCommerce capability; and
  17. Pricing including whole of life cost.
