TfNSW has entered into a Framework Deed with the Contractor under which TfNSW may, at any time on or before the Expiry Date (21 January 2025), request the Contractor to undertake Design and Construction packages in accordance with the process set out in Annexure B to the Deed.

The Expiry Date may be extended by TfNSW for 2 x 1 year periods.

Stage 1A - Minimum Requirements

1 - The Applicant has achieved a turnover equal to or greater than $20m per annum in delivering design and construction projects for each of the last three (3) years

2 - The Applicant has successfully completed the delivery of at least: one (1) Multi-Storey car park design and construction project (standalone facility or integrated as part of a larger development) or a similar complexity design and construction multi-storey structures in the last ten (10) years

3a - The Applicant has a WH&S Management System which meets the requirements of the current accreditation criteria defined in the NSW Government Work Health and Safety Management Systems and Auditing Guidelines, the Work Health and Safety Act 2011 and the Work Health and Safety Regulation 2017.

3b - The Applicant has a Quality Management System that has been certified by an appropriately recognised third party body as complying with ISO AS/NZS ISO 9001:2016 or equivalent Quality Management Systems.

3c - The Applicant has a Environmental Management Syste, that has been certified by an appropriately recognised third party as complying with ISO 14001:2015 Environmental Management Systems and accepted by a relevant NSW government construction agency as complying with the requirements of the NSW Government Environmental Management System Guidelines (3rd Edition)

4 - Engineering services are required to be provided by Authorised Engineering Organisations (AEOs) accredited by TfNSW's Asset Standards Authority (ASA) in accordance with the AEO matrix requirements as referenced in EOI Schedule 7. The Applicant has demonstrated how the Applicant's team (including subcontractors) proposes to address the referenced AEO matrix requirements (as contained in EOI Schedule 7)

1 - Engineering services are required to be provided by Authorised Engineering Organisations (AEOs) accredited by TfNSW's Asset Standards Authority (ASA) in accordance with the AEO matrix requirements as referenced in EOI Schedule 7. This Procurement process was conducted through the following two stages:

Stage 1: Expression of Interest (EOI) shortlisted five (5) successful applicants.

Stage 2: All of the Applicants who were shortlisted through the EOI process were invited to provide a submission in response to an Invitation to Tender (ITT).

One successful Applicant (the Contractor) was then selected to execute a contractual agreement comprising a Framework Deed to Design and Construct Commuter Car Parks for the Commuter Car Park Program (CCPP) and two (2) Design and Construction Contracts for Emu Plains and Warwick Farm Commuter Car Parks.
