Particulars of the goods or services to be provided under this contract

A contract to design, build, finance and maintain the new fleet and the associated Dubbo maintenance facility (Project Deed) was awarded to Momentum Trains Pty Ltd (Momentum Trains) on 14 February 2019. Enabling Works for the Regional Rail project includes the scope of works required to support the implementation of the new fleet which are outside the Main Contract (Momentum Trains) delivery obligations. This Enabling Works scope represents a wide variety of works which will perform in combination with the main contract to support successful delivery of the Regional Rail Project. Enabling Works are shaped by the blending of existing operations and future operations as the new fleet is transitioned into operational use. The Enabling Works scope will be determined by the operating and maintenance locations requiring changes and augmentation to the current network. Scope may include minor changes to the network such as additional stabling facilities, refuelling, power supply and other trackside equipment at certain locations. The Technical Advisor must carry out the required site investigations, desktop studies, high level constructability staging, provide information to determine a cost estimate and other supporting technical services in the production of deliverables for the following: 1. General Assessment la. Design Package Determination (technical package 5) 2. Phase 1 Delivery — SDR 3. Phase 2 Delivery — PDR 4. Configuration Management Gate Submissions 5. Phase 3 Delivery [Option] — DDR 6. Phase 4 Support [Option] — Procurement assistance and delivery support.

1. Mimimum Requirements: a) The Tenderer must demonstrate AEO certified status in the relevant asset lifecycle stages for the engineering disciplines identified in Schedule 12; b) Attendance at the Tender briefing session; and c) Acceptance of the terms and conditions of the Professional Services Contract.
2. Tenderer's demonstrated understanding of the Services (as defined in the Services Brief) and proposed methodology. Within the methodology, the Tenderer is to include details on remote working capability and approach to delivery of the services given the limitations of the COVID-19	30%
