The purpose of Procurement at Sydney Water is to get the goods, services and facilities it needs, when it needs them and for the right cost. Sydney Water has developed the Malabar System Investment Program (MSIP), which aims to address wastewater servicing in the Malabar Wastewater System (Malabar System). It consists of an integrated approach for a system-wide solution for long-term growth servicing and system compliance to building resilience, liveability and suitability for Sydney and enabling a more circular economy.
The MSIP has been planning for the critical “near-term” needs of the Malabar System to address the population growth in the Malabar catchment, environmental compliance, and network capacity in the North Georges Rivers Submain (NGRS). As well as the “near term” needs, the long-term Sydney Water strategy for servicing the Malabar System catchment is underpinned by an adaptable and integrated water cycle management approach. The long-term program of work is based on a series of adaptive pathways that facilitate the future transformation of water services to a circular economy.
Sydney Water intends to deliver the Glenfield Water Resource Recovery Facility (WRRF) Upgrade and Liverpool WRRF Upgrade of the MSIP “Near-Term” Works as a single package (“Package A” or the “Project”) via a Program Alliance. The form of contract will be the NEC4 Alliance Contract.
The Program Alliance model enables Sydney Water and its Alliance Partners to address the “near-term” needs of the Malabar System, whilst allowing Sydney Water to incorporate future programs of work that align the wastewater systems to future disconnection options through purified recycled water or environmental release.
The Project will allow Sydney Water to achieve the following outcomes:
- Providing treatment capacity to service growth to 2046;
- Divert flow away from the NGRS to enable critical asset maintenance in the short term and growth serving in the long term;
- Improving environment performance and reducing odour impact on the community by reducing the frequency of wet weather discharge and odour emissions in line with Environmental Protection Licence (EPL) requirements;
- Provide near-term investment directionally aligned to the future system pathways set out in the MSIP such as purified recycled water and environmental release; and
- Provide a solution for the provision of water to the Aquanet plant at Fairfield.
Sydney Water is inviting suitably experienced and qualified organisations to register their interest in participating in the procurement process for this Program Alliance. The market plays an important role in delivering Sydney Water’s growth, and we welcome your expertise as we embark on the formal procurement process.

Sydney Water conducts sourcing activities via SAP Ariba (the Sydney Water Ariba System) which is a third-party digital platform for sourcing and supplier management. To participate in Sydney Water’s sourcing events, interested organisations must complete the supplier self-registration request on the Sydney Water Ariba System via this link: https://www.sydneywater.com.au/about-us/our-suppliers/supplier-registration.html.
Completing registration does not immediately grant an organisation access to the Sydney Water Ariba System and the expression of interest documents.
To participate in the procurement process of this Project, interested organisations are required to:
(a) complete the supplier self-registration request on the Sydney Water Ariba System;
(b) complete and return a correctly executed Confidentiality Deed Poll (CDP);
(c) provide the details requested in the Conditions of Participation, including;
- contact details (including name, position, organisation, contact number and email address) of a primary contact person and an alternative contact person; and
- two (2) project case studies demonstrating sufficient organisation capability and experience on projects with a similar nature, scale and complexity to the Project.
Organisations that have already self-registered on the Sydney Water Ariba System will only be required to complete Item (b) and Item (c) above.
Organisations must complete this registration as an individual entity, not as a combined submission with its Applicant team or Alliance Partners.
Interested organisations must submit the executed CDP and response to the Conditions of Participation to Sydney Water at malabarprocurement@sydneywater.com.au. Organisations should also notify Sydney Water that it has self-registered as a supplier on the Sydney Water Ariba System.
Sydney Water will not accept registrations after 2:00pm AEDT on Friday 9 February 2024. Sydney Water may determine, in its absolute discretion, that it is appropriate to consider a late registration request.
Sydney Water anticipates releasing the Expression of Interest (EOI) documents to organisations that have successfully registered in this registration process, via the Sydney Water Ariba System, in mid-February 2024.
Conditions for Participation
Organsiations must satisfy the Conditions of Participation (Attachment 1) in order to participate in the EOI phase of the Procurement Process.
The Conditions of Participation will require organisations to provide:
- contact details (including name, position, organisation, contact number and email address) of a primary contact person and an alternative contact person; and
- two (2) project case studies demonstrating sufficient organisation capability and experience on projects with a similar nature, scale and complexity to the Project.
The purpose of the Conditions of Participation is to ensure we only have organisations gain access to the EOI Documentation that are capable of being non-owner participants (NOPs) in the Prorgam Alliance. Organisations that are part of the supply chain as providers or subcontractors will participate in the Procurement Process within an Applicant team or Joint Venture arrangement.
