Sydney Water provides freshwater, stormwater and wastewater services to customers located in its area of operations covering Sydney, the Blue Mountains and the Illawarra.
This EOI is for the first works package associated with the Upper South Creek project, the AWRC foundation plant. The EOI for the next work package(s), the Pipeline(s) will follow shortly as per the transaction timelines communicated to the market.
Western Sydney is forecast to experience rapid population growth in coming years, spurred by the Western Sydney International Airport and a large investment in housing, job-creating industries, transport projects and other infrastructure.
Sydney Water is working closely with customers, the community and government partners to establish new water, wastewater and recycled water services for the West while supporting the NSW economy and the productivity, liveability and sustainability of the Western Parkland City.
The AWRC will provide an essential wastewater service for the Western Sydney Aerotropolis and South West Growth Area. It will also be an important project for maintaining water within the catchment.
Sydney Water is seeking a consortium of a designer, constructor and operator to deliver the AWRC foundation plant by June 2025 and manage operations for a period of 5 years. The consortium will develop a long-term view of the foundation plant and the overall site to enable growth and the management of interfaces to support future expansion and realisation of the circular economy.
As such we are now looking to notify the market of the release of the Upper South Creek, Advanced Water Recycling Centre (AWRC) Package - Expression of Interest (EOI).

Sydney Water will provide the market with an EOI briefing online on Wednesday 25th August (time to be confirmed).
Responses to the AWRC EOI commence upon confirmation of registration and are due Friday 17th September 2021 at 14:00 AEST using the Ariba system.

Tender activities are conducted using the Ariba system. Interested suppliers must complete the self-registration request in Ariba via this link. https://www.sydneywater.com.au/SW/about-us/our-suppliers/supplier-registration/index.htm . Completing self-registration does not immediately grant a supplier access to the tender, nor does it make you a supplier to Sydney Water.
Once a supplier has initiated the self-registration request, they must notify the owner of this event by e-mail.
Sydney Water operates pre-qualification processes and only invites successful participants through to participation in tender activities. To be considered for participation, you must complete a pre-qualification process prior to the commencement of a tender.
For compliance reasons, all EOI documents will be shared in Ariba once you have been invited to participate in the EOI process.
