Sydney Water provides water and wastewater services to more than 4.9 million customers located in its area of operations covering Sydney, the Blue Mountains and the Illawarra.
Sydney Water has a vision of becoming a truly innovative Digitally Utility. This will shape how we work as well as how we interact with and provide a better service to our Customers.
Through this Expression of Interest (EOI) process, Sydney Water invites Proponents (comprising one or more companies covering the required capabilities) to demonstrate that they have the right experience, capability, understanding and commitment to work with Sydney Water to deliver our planned objectives, and more.
We believe that this EOI represents a unique opportunity to strategically partner with Sydney Water in the development and implementation of Artificial Intelligence (AI) and Machine Learning (ML) capabilities tailored for the Water Utility Sector.
We have a rich historical data set gathered over more than twenty years coupled with a wealth of internal subject matter expertise to contribute to the desired outcome.
In addition, we have recently developed an IoT Eco-structure as part of a Pilot which we are hoping to improve and extend as part of this EOI.
Partnering with the successful Proponent we seek to develop Water Utility AI and ML models coupled with associated technologies to allow us to operate in a predictive and proactive manner, combining IT and OT data to predict and assess the condition of operational assets, identifying and fixing issues before they occur.
In addition, it will help to make insights and data available to drive the following initiatives;
- Data exchange/sharing - analyse and utilise data from various agencies and partners,
- Smart City initiatives including Digital Twins,
- Smart integrated planning (also across agencies)
Whilst the focus of this EOI aims to advance our recently implemented IoT pilot and will be primarily around customer focussed operations and maintenance efficiencies we are cognisant that there are significant opportunities for the application of AI/ML to other domains within the business such as Planning, HR, safety and property. It is envisaged that these opportunities would be explored as a second phase of the programme.

This Ariba registration process will close on 22nd May. The participants registered on Sydney Waters Ariba portal will then be invited to participate in the EOI process. At this stage the EOI is expected to be released via Ariba on 26th May (subject to change). Registered participants will be notified prior to EOI release

Desirable Criteria
It is desired that the preferred proponent will also:

Offer, or commit to the development of an IOT platform incorporating a Data Ingestion Broker service, an Event Management Service and a Device Management Service as a minimum
Optional Criteria
It is anticipated that the preferred proponent may also:
- Offer to work with a telecommunications provider in a Consortia Partnering arrangement
Sydney Water operates pre-qualification processes and only invites successful participants through to participation in tender activities. To be considered for participation, you must have completed the pre-qualification process prior to the commencement of a tender. Late submissions cannot be considered to proceed.
As with the pre-qualification process, the tender activity will be conducted using the Ariba system. You must be able to complete the registration process and profile questionnaire in Ariba once you have been advised and within 48 hours of receipt of the link. We do not utilise the ‘Tenderbox’ functionality of the eTendering website, nor do we accept tenders in person at the Sydney Water head office.
