Tender Details

"As the government’s central agency for regional NSW, the Department of Regional NSW (DRNSW) aims to use data to identify issues, inform policy and program interventions, and help improve decision-making across government.  

The Intelligence, Data and Evidence (IDE) team within Strategy, Corporate and Performance, on behalf of the Regional NSW Cluster, is seeking to acquire fleet telematics and road journey data.  The Regional NSW Cluster includes any person who is authorised to access the ICT systems of DRNSW and its cluster agencies; and the NSW Government Ministers with responsibility for the DRNSW or any of its cluster agencies and their offices. 

This data will be used for ad hoc analyses and insights within the department as well as for inclusion in the Regional Knowledge base (RKB).  The RKB is a data warehouse that will collate and collect external market data to inform and improve policy decisions to drive better outcomes for regional citizens. Access for the RKB is restricted to the Regional NSW Cluster. 

The data will be used within the DRNSW cluster to inform a wide array of policies by providing insights into regional travel and road usage patterns across jurisdictions, including but not limited to: 

· Detailed understanding of travel time and short-term population movements  

· Events and tourism trends  

· Near misses and accidents to assess safety and road quality  

· Logistic corridors/routes for supply chain optimisation  

· Inference on freight activity and load size

IDE is seeking to acquire fleet telematics and road journey/trip data for NSW. The data is required at the regional level (for example, LGA or ABS statistical areas) and should cover all regional NSW. 

The data should allow for commercial and non-commercial road usage patterns to be identified along major roads and provide statistics on journey start and endpoints and road safety. No personally identifiable information should be shared with DRNSW. 

The data is to be provided through an API or similar format to allow data ingestion to be automated.

The data must enable DRNSW to perform analysis into road travel usage trends within regional NSW. Therefore, at a minimum, the data will need to provide: 

· Customer journey data across Regional NSW: the number of road users on major routes, journey duration and location 

· Vehicle and road safety data: road quality, vehicle speed, acceleration, accidents and near misses 

· Vehicle type and class: non-commercial vs commercial / lite vs heavy  

· The data must be available to be use and shared across the Department of Regional NSW cluster  

This is not an exhaustive list and additional data sets may be requested and/or supplied 

Historical data must be available, ideally with data available for 2019.  

Submissions will be assessed on the granularity and specifics of data provided. The ability to identify and investigate trends at smaller geographical breakdowns is preferred. 

Submissions will also be assessed on market reach, market penetration, data recency and access mechanism (ideally API).and granularity of vehicle classes and cost. 

DRNSW will assess the subscription options provided by the supplier as part of the tender process. 

RNSW will assess the success of the project in relation to the frequency, reliability and granularity of the datasets delivered."
