Expression of Interest from Contractors prequalified in the Building Works category of the Department of Services, Technology and Administration Contractor Prequalification and Best Practice Accreditation Scheme 2008-2010 are being invited to apply for selection for Elizabeth Macarthur Agricultural Institute Biosecurity Upgrade Works.

Background:

The Elizabeth Macarthur Agricultural Institute (EMAI) is the New South Wales Department of Industry and Investment’s (DII), (the former Department of Primary Industry), Centre of Excellence for Animal and Plant Health.  EMAI’s key legislative and other responsibilities include the diagnosis, control and prevention of animal and plant diseases, minimisation of waste of natural resources and improvement of Australia’s and NSW’s agricultural competitiveness.  EMAI’s biosecurity capability is critical to defending NSW and Australia against pest and disease outbreaks, which could have significant negative impacts on trade and export market access, health and food safety, the economy and the environment.

The site requires a biosecurity upgrade due to the age and condition of existing infrastructure, the increasing lack of ability of the site to meet the demand for biosecurity services and to meet Australian Quarantine and Inspection Service (AQIS) and Office of Gene Technology Regulator (OGTR) requirements for certification of Physical Containment (PC) Laboratories.

NSW Public Works have been appointed by DII as their Project Manager to manage Design and Delivery Phase of this project.

The proposed scope of works includes:

• The construction of a new QC3/PC3 & QC2/PC2 biosecurity facility;
• The refurbishment of some of the existing laboratory facilities to varying standards up to QC2 level;
• Upgrade of engineering services, including the construction of a new effluent management system for the biosecurity facilities;
• Upgrade of supporting infrastructure.
