The New South Wales Office of Environment and Heritage (OEH) is seeking to establish a pre-qualified panel of organisations to deliver retrofit energy and water implementation services across a variety of public buildings and infrastructure located within New South Wales.
OEH (‘the Lead Agency’) is refreshing a current pre-qualified panel for organisations capable of delivering energy and water conservation measures. The new panel is looking to be diversified and will offer the following services:
- Energy Performance Contracts (EPC’s) and
- Energy Design and Implementation Services (EDIS)
EPCs deliver turnkey services, which is a specialised service that ensures the design and implementation of a comprehensive project, from the initial energy audit through Monitoring and Verification (M&V) of project savings. The achievement of the savings is guaranteed by the provider. For more information on turnkey services, please see the Part A - Definitions.
EDIS also deliver turnkey solutions, but without requiring the guarantee on savings that is embedded in a typical EPC. EDIS utilises a streamlined auditing process making the EDIS approach more suited for less risky projects and for consolidated technologies

A Tenderer briefing will be held on the date, time, and place, indicated below. The contact officer/s of the Lead Agency will be available at that time to answer any queries regarding this RFT and the tender process generally. Names of persons attending the Tenderer briefing must be provided to the contact officer at least three working days prior to the date. No more than one (1) person from each Tenderer will be permitted to attend the Tenderer briefing.
