Tender Details

Reopening a hidden part of Sydney Harbour to the city for the first time in over 100 years, Blackwattle Bay will anchor the experience of Sydney's Western Harbour and deliver significant economic benefits to the people of NSW. 

With the iconic development of the new Sydney Fish Market already underway, the NSW Government is seeking an experienced development partner to transform the existing Sydney Fish Market site into a world-class waterfront destination as part of the broader Blackwattle Bay Precinct. 

The existing Sydney Fish market site ('Development Site') was rezoned in 2022 to permit mixed-use development of up to 136,423 square metres of gross floor area (GFA). 

To deliver upon this vision, Infrastructure NSW (INSW) seeks a development partner through a two-stage procurement process. The first stage is this Call for Expression of Interest, whereby Respondents will demonstrate their track record, understanding of the Government's vision, and capacity to undertake the redevelopment. Shortlisted Respondents will become Proponents in the subsequent Request for Proposal stage.

Questions related to project and clarification (RFCs) must be asked through the Online Data Room in accordance with the questions and answers process set out in the Online Data Room Protocol. All questions must be sent by the Nominated Representative as nominated by the Proponent.
 
Requirements to submit a response
 
The response to this call for Expression of Interest (EOI) MUST be submitted to this site eTendering before the end of the EOI period at 12:00 pm AEST on 19 August 2024.
 
Proponents must complete all Returnable Schedules in full and submit their Response in accordance with the Terms and Conditions of this Call for EOI. The submission should include NO MORE than five (5) PDF files of 20 Mb max each. 
  
Proponents are advised to start uploading their responses well in advance of the closing time and do so using a computer and at a place with good internet access.  Responses submitted after the closing time are not required to be considered by INSW. INSW may refuse to consider late responses in its absolute discretion.  
 
All respondents must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code).
