Request for Proposal for Provision of Services for the iCanQuit website evaluation - CINSW/C11/0123

The scope is to evaluate the ‘iCanQuit’ website – specifically this will focus on assessing engagement with the website and its effectiveness in building confidence and motivating smokers to quit, and assisting recent quitters to stay quit. As part of the scope of work for the evaluation of the ‘iCanQuit’ website, the following is required:

·         Review key studies that have measured or assessed the effectiveness of web and computer based smoking cessation programs or interventions. This is inclusive of efficacy and effectiveness studies.

·         Review data and information collected on the usage and profile of users of the ‘iCanQuit’ website (Cancer Institute NSW to provide this).

·         Design and implement an evaluation framework in collaboration with the Institute suitable to assess engagement with and the effectiveness of the ‘iCanQuit’ website in changing smokers and recent quitters cognitions and behaviours in the short, intermediate and long term.

·         Prepare an ethics application for the ‘iCanQuit’ website evaluation to be submitted to the NSW Population & Health Services Research Ethics Committee.

·         Manage the recruitment, data collection, analysis and reporting on the ‘iCanQuit’ website evaluation in collaboration with the Institute. The implementation of the evaluation is to start in January 2012.

The project is to be completed in 2 years (from 26 August 2011 to 26 August 2013) and the following key project milestones apply:

• 19 July 2011 – Release of RFP
• 15 August 2011 – Closing date for RFP (at 10:00 a.m.)
• 19 August 2011 – Selection of successful organisation
• 26 August 2011 – Contract executed with successful organisation
• 31 October 2011 – Ethics application for the evaluation finalised, approved and submitted.
• November/December 2011 - Ethics feedback and approval received.
• January 2012 – Evaluation implementation commences.
• March 2013 – Evaluation analysis and presentation on key findings conducted.
• June 2013 – Evaluation reporting completed.
