Tender Details

This Call for Registrations of Interest relates to the delivery of the Southwest Metro Conversion and Station Works (SWM3) Package, which comprises station works (Bankstown Station and precinct works, and other Southwest station completion works) and various rail corridor works. The SWM3 Package works will be largely delivered during the final conversion period to enable the commencement of first passenger services, and will continue beyond the commencement of operations as non-critical activities are finished.

Sydney Metro invites suitably qualified entities to register to participate in the RFT stage with the aim of submitting a Tender to undertake the SWM3 Package. Entities will be required to demonstrate achievement of the hurdle requirements set out in the Call for Registration of Interest document in relation to capability and experience, and existing accreditations. Entities that do not demonstrate, to Sydney Metro’s satisfaction, their achievement of the hurdle requirements will not be considered to proceed as Tenderers for the RFT Stage.

Call for Registrations of Interest Overview

Sydney Metro is Australia’s biggest public transport project. 

Services started in May 2019 in the city’s North West with a train every four minutes in the peak. Metro rail will be extended into the CBD in 2024, with new metro railway stations at Crows Nest, Victoria Cross, Barangaroo, Martin Place, Pitt Street and Waterloo, and new metro platforms at Central, and then onto Bankstown in 2025. 

Testing and commissioning of the new metro line is underway between Chatswood to Sydenham section, and another critical Project focus is the timely and efficient procurement and delivery of the remaining scope for the Sydenham to Bankstown metro conversion.

Southwest Metro is the 13.4-kilometre metro conversion of the existing Bankstown Line between Sydenham and Bankstown. Sydney Metro has developed a revised delivery strategy for the remaining scope to deliver Southwest Metro, which will be procured through five main packages.

To gain access to the Call for Registration of Interest document, bona fide Interested Parties are required to complete and return the attached Confidentiality Deed Poll by email to swm3@transport.nsw.gov.au as soon as possible. Sydney Metro will then issue the Call for Registration of Interest document via email.

To register, an Interested Party must return the completed Returnable Schedules by email to swm3@transport.nsw.gov.au before the closing time and date for registration at 2:00pm on Monday 18 September 2023.

Conditions for Participation

Interested Parties must demonstrate achievement of the hurdle requirements:

1.  Capability and experience of Interested Party

Demonstrated capability and proven experience to successfully and safely undertake works of commensurate value and complexity to the SWM3 Package and working within and adjacent to both Sydney Trains and Sydney Metro rail environments. This can be either in the Interested Party’s own right, or as part of an integrated joint venture, and includes:

1.1         being a Principal Contractor;

1.2         working under a D&C framework with an ITC payment mechanism and form of contract;

1.3         working under Rail Infrastructure Manager accreditation;

1.4         complying with all relevant standards and procedures, including reporting and technical requirements;

1.5         having a detailed understanding of design, assurance, completion, handover, maintenance and warranty procedures and requirements;

1.6         having a detailed understanding and working knowledge of undertaking similar work both on stations and within a rail corridor, including during possessions and the processes, procedures and approvals required; and

1.7         having an exemplary safety record in relation to both the Rail Safety National Law and Work Health and Safety Act when working within rail environment.

2.  Existing accreditations of Interested Party

Existing accreditations either within the Interested Party or within an identified subcontractor, including:

2.1         as a TAO in the required discipline areas;

2.2         under the Australian Government Building and Construction WHS Accreditation Scheme; and

2.3         third-party accreditations in Environmental Management System and Quality Management System

3  Financial capacity of Interested Party

Assessment of the Interested Party’s financial capacity to deliver the SWM3 Package as per applicable Sydney Metro and NSW Government requirements.
