Tender Details

"Change Management

The service will support the communications and change management services around the primary projects in construction of new agile office workplaces. 

In particular:

•Tumut workplace upgrades (December 2024)

•Broken Hill (February 2024 – May 2024 fit-out)

•Wagga Wagga two workplace upgrades and relocations (July 2024) 

•Wollongbar workplace upgrades (February 2024 & August 2024)

•Dubbo Whole of Government Hub (2024 stakeholder and fit out preparation). Relocation from 3-4 DRNSW workplaces targeting late 2024. 

•Coffs Harbour Whole of Government Hub (stakeholder and fit out preparation).

•Queanbeyan staff - engagement and consultation to be completed September 2024.

•Other locations as required.

Scope

•The change manager will work with to understand the timelines and schedules in delivery dates of new agile offices and work in unison to align with the occupational certification of construction completion of newly created agile offices. 

•Project Management Work with business stakeholders – leaders and employees - to understand change impacts and design project delivery plans identifying key people milestones, reporting, accountabilities, and action plans. Engage subject matter experts and project leads (ICT, Workplace Services, Information Management and design and Construction) to provide critical milestone information critical to developing and delivering the change plan.

•Change Management Develop and deliver change management strategies enabling leaders and employees to accelerate the speed of adoption and overall participation in moving to new ways of working and new agile workplaces. The Change Management plan includes a change impact assessment, stakeholder engagement strategies and a communications plan. The change plan identifies recruitment and mobilisation of an internal Change Champion network as advocates supporting teams in transitioning to new workplaces.

•Internal and external Stakeholder engagement reducing project delivery risks.

oLiaise with external stakeholders delivering design and construction, ICT, Workplace Services, and Information Management for workplace upgrades. 

odeclutter and reduce storage requirements by mobilising teams and managing expectations resulting in significantly reducing the number of items and storage requirements through decluttering, repurposing items were applicable and information management. 

oengage subject matter experts (e.g., Information Management, ICT and Workplace Services) to problem solve and deliver hypercare support to project teams, leaders, employees.

ocoordinate with key subject matter experts (e.g., Records manager/s) and engage staff in the authorised reduction of paper records and duplication. Increase digitising opportunities where possible. Make information more accessible and usable.

oLiaise with librarians (and/or external providers) to set targets, strategies, and action plans to reduce the current and future library (if applicable) size in preparation for new ways of working. 

ocoordinate ICT stakeholders to identify key project milestones and any IT change impacts. Deliver ICT staff training preparing everyone for any new systems and equipment. Provide hypercare (IT and Workplace Services) support to staff in the first week at their new workplace. 

oLiaise with the Workplace Health and Safety team/s and employees to determine any unique workplace adjustments required in transitioning to the new workplace and support those people in the transition. Profile ergonomic features in new workplace. 

oCoordinate with Workplace services to deliver business processes and set up for day one (employee Orientation, access, storage, visitor management etc) and prepare transition to business as usual (BAU).

oProvide support, lead and manage Regional NSW Property & Facilities’ intranet content.
