Tender Details

As part of the Power Supply Upgrade (PSU) Program, Transport for New South Wales (TfNSW) invites Registrations of Interest (ROI) from organisations interested in undertaking the Design & Construction of Ingleburn, Minto and Guildford Substations.

The current proposed design methodology for the construction of Ingleburn, Minto and Guildford substations is "Built Off Site Solution (BOSS)" defined as a building consisting of multiple standardised, independent modules which are integrated on-site.

TfNSW invites tenders from suitably qualified organisations with a track record in delivering BOSS substations, including design development experience and who can demonstrate a detailed knowledge of the appropriate codes, standards and guidelines.

An ROI briefing will be held at 10.00am on Wednesday, 08 October 2014 at the following venue:

Tenderers will be permitted a maximum of two (2) attendees at the TfNSW ROI briefing. Attendees are required to pre-register by e-mail to the Contact Officer by 3.00pm on Friday, 03 October 2014, providing the names of all attendees.

Prior to the commencement of the ROI briefing, all Applicants will be required to undertake the following:

·         complete and sign the ‘TfNSW Confidentiality Undertaking’; and

·         sign the attendance register which will be compiled and distributed by the Contact Officer.

Electronic lodgement only via the NSW eTendering Website. Questions MUST be submitted in writing to the email address supplied. Applicants must submit their response as one (1) file only. Multiple seperate documents will not be accepted, unless prior written approval is obtained from TfNSW.

Conditions for Participation

To be considered for shortlisting through the ROI process, applicants must comply with and demonstrate that they meet the following minimum requirements in ROI Schedule 2:

Minimum Requirement 1 – The Applicant has achieved a turnover in construction contracting activities greater than $10 million per annum for each of the last 3 years. If the Applicant is a joint venture, this turnover amount is required to apply to at least one Participant.

Minimum Requirement 2 – The Applicant, or the Applicant’s proposed subcontractor, has within the last five years, undertaken no less than two Substation projects. The scope of these projects must have included the management of: design, supply, construction and commissioning.

Minimum Requirement 3 – The Applicant has a Safety Management System that:

  • meets the requirements of and the accreditation criteria defined by the Work Health and Safety Act 2011 (NSW) and the Rail Safety National Law 2012 (NSW); and
  • will enable the Principal to fulfil its obligations as an accredited Rail Transport Operator under the Rail Safety National Law 2012 (NSW).

Minimum Requirement 4 – The Applicant has an Environmental Management System that has been certified by an appropriately recognised third party as complying with ISO 14001:2004 Environmental Management Systems.

Minimum Requirement 5 – The Applicant has a Quality Management System that has been certified by an appropriately recognised third party as complying with ISO 9001:2008 Quality Management Systems.
