Tender Details
Transport Construction Authority (TCA) is seeking Tenders from experienced and suitably qualified organisations to provide an off-the-shelf web-based Software Application/Platform for two new systems within TCA. These are the Incident Management System and the Environmental Compliance System. There is a preference for the application to be hosted as Software as a Services (SaaS) hosted in Australia.
For the Incident Management System, the Supplier will be required to provide the Software Application/Platform, Implementation, Software Licenses, Support and Maintenance services.
TCA is still assessing whether to proceed with the implementation of the Environmental Compliance System (which will replace the current Planning & Environment Compliance Management System). For the purpose of this Invitation to Tender, TCA require Tenderers to provide information in relation to the provision of Environmental Compliance Management System Software Application/Platform, Implementation, Software Licenses, Support and Maintenance services, as set out in Annexure 1, Scope of Works. However, TCA reserves the right to not proceed with the replacement of the current system under the Agreement that will follow this Invitation to Tender process.
The works in relation to the Incident Management System and the Environmental Compliance System will be delivered as separate packages of work under the Agreement, should TCA decide to proceed with the implementation of the Environmental Compliance System.
TCA envisages the award of the Agreement for the Incident Management System by September 2011.

Conditions for Participation
In order to satisfy the minimum requirements, the Tenderer must:
· Be able to provide a solution for each mandatory requirement identified in Section 4 of the Incident Management System Business Requirements.
· Demonstrate that the off-the-shelf application has been successfully deployed for use as an Incident Management System for two separate high reliability organisations (such as, but not limited to, those in rail, construction, mining, rail or aviation industries). Referee checks will be undertaken to confirm with the client that the application was successfully deployed.
