The WPCA is seeking expressions of interest from suitable businesses and/or consortia for five opportunities related to telecommunications assets and services (Opportunities)
The results of this EOI process will inform the WPCA’s decision to proceed to a final procurement stage for a single package or packages of opportunities involving a Request for Proposals (RFP).
This EOI is an information gathering process in which the WPCA seeks to collect information in relation to five opportunities. These opportunities are summarised below with further detail available in the full suite of EOI documentation:
- Opportunity 1 – the operation and management of a telecommunications pit and pipe asset network;
- Opportunity 2 – the right to provide the first telecommunications fibre network within the pit and pipe network;
- Opportunity 3 – as a concurrent requirement in connection with Opportunity 2, the provision of Layer 2 Bitstream Services to support provision of high-speed broadband services to end users on the first telecommunications fibre network;
- Opportunity 4 – the right to lease, operate and fit out the reserved space for a Communications Centre; and
- Opportunity 5 – the right to manage a complete, precinct-wide network of poles, consisting of multi-function poles, and standard Council-approved light poles if required, to deliver mandatory street lighting and additional commercial services.
An Industry Briefing on this EOI will be held virtually at 3:00 PM on Thursday, 14 March 2024. Attendance is recommended but not mandatory. Prospective tenderers will need to complete, sign and return the confidentially deed to Nidhi Agarwal at procurement@wpca.sydney (in accordance with the instructions in that deed) prior to being given the passcode to download the EOI documents.
